Rockford man charged with multiple offenses after initially driving away from officers

On Tuesday, March 19, 2024, at approximately 10:20 p.m., Rockford Police
SCOPE Officers attempted to conduct a traffic stop on a vehicle in the area of 24th Street and
Wesleyan Avenue when it drove away at a high rate of speed. A short time later, Officers were
notified by Deputies from the Winnebago County Sheriff’s Office that the vehicle hit another
vehicle at the intersection of Charles and 20th Streets. The driver and sole occupant, James
Williams, was taken into custody. Williams and the other driver were treated for minor injuries.

During the investigation, officers located and recovered a loaded handgun, reported stolen out of
Rockford, with an extended magazine and laser light attachment. Officers also located and
recovered ammunition, several baggies of cannabis, drug paraphernalia, and an undisclosed
amount of United States Currency.

After a review of the facts of the case, The Winnebago County State’s Attorney’s Office
authorized the charge listed below.

James Williams, 26, Rockford

Armed Violence

Possession of a Stolen Firearm
Unlawful Use of a Weapon by a Felon
No Valid FOID
Possession with Intent to Deliver Cannabis
Aggravated Fleeing to Elude
Probation Violation Warrant
Several Traffic Citations

The charges are merely accusations, and all individuals are considered innocent unless proven
guilty in a court of law.
