Rockford Man Charged with Attempted
Armed Robbery + Weapons Charges
ROCKFORD, IL – On Monday, November 13, 2023, at approximately 8:00 a.m., Rockford Police
officers responded to Harvard State Bank (2470 Eastrock Drive) in reference to reports of an
attempted bank robbery. Upon arrival, officers were advised that an adult male, later identified
as Isaiah Owens, attempted to enter the bank, but the door was locked. Witnesses advised that
Owens was armed with a firearm. He attempted to enter the bank a second time by following an
employee in, but the door closed and locked in time and entry was not gained.
After a review of the facts of the case, the Winnebago County State’s Attorney’s Office authorized
an arrest warrant for Owens, and earlier yesterday morning, November 15, 2023, Rockford Police
officers executed a search warrant for Owens’ residence. Officers took Owens into custody and
he was lodged in the County Jail. During the investigation, officers were also able to locate and
recover a handgun, reported stolen out of Iowa.
