Rockford Police Department Press Release: 

Rockford Man Charged after Traffic Stop

ROCKFORD, IL – On Tuesday, September 12, 2023, at approximately 9:10 p.m., Rockford Police
SCOPE officers conducted a traffic stop on a vehicle in the 1000 block of E. State that had
previously fled from officers. Officers met with the driver and sole occupant, Rodney Kinds. Kinds
exited the vehicle and while officers were conducted the stop, he ran off. He was taken into
custody after a short foot pursuit and lodged in the County Jail. During the investigation, officers
located and recovered a loaded handgun from inside the vehicle. Officers were also able to
locate and recover numerous baggies of suspected heroin.

After a review of the facts of the case, The Winnebago County State’s Attorney’s Office
authorized the charges listed below.

Rodney Kinds, 47, Rockford
Armed Violence
Possession with Intent to Deliver Heroin
Unlawful Use of a Weapon by a Felon (2 counts)
Resisting Arrest

As with any and all investigations, there may be future charges and arrests.
The charges are merely accusations and all individuals are considered innocent unless proven
guilty in a court of law.
