What May Have Allegedly Happened.
Based on the current information
That has currently been provided to us.
On Friday, August 18, 2023, at approximately 4:45 p.m., Rockford
Police SCOPE officers conducted a traffic stop on a truck with one occupant, later identified as
Victor Owens, in the 2500 block of Auburn Street. During the stop, officers observed a handgun,
in plain view, inside the vehicle. Officers recovered the loaded gun, which was reported stolen
out of Rockford. Owens was taken into custody after a brief struggle, and was lodged in the
County Jail.
After a review of the facts of the case, The Winnebago County State’s Attorney’s Office
authorized the charges listed below for Owens.
Victor Owens, 36, Rockford Armed Habitual Criminal
Possession of a Stolen Firearm
Possession of a Stolen Firearm by a Felon
Aggravated Unlawful Use of a Weapon
Resisting Arrest
