– On Friday, October 21, 2022, the Rockford Police Department was contacted to
investigate a report of child abuse. Officers learned the abuse occurred in the 200 block of South
Central Avenue and that the victim was under the age of 13.

The Rockford Police Department’s Sensitive Crimes Unit conducted a follow-up investigation into
the incident and the suspect was identified as 61-year-old Ronald Baldwin, who was known to the
victim.

The facts of the case were reviewed with the Winnebago County State’s Attorney’s Office and a
warrant was obtained for Baldwin’s arrest. On Saturday, December 31, 2022, Baldwin was taken
into custody and lodged in the County Jail.

The charges against him are merely accusations and he is considered innocent unless proven
guilty in a court of law.

On Monday, October 24, 2022, the Rockford Police Department was
contacted to investigate a report of a sexual assault to a juvenile under the age of 13.
Officers learned the assault occurred in the 2600 block of Craig Hill Road.
The Rockford Police Department’s Sensitive Crimes Unit conducted a follow-up
investigation into the incident and identified the suspect as 39-year-old Dallas Held. The
victim and suspect were known to each other.

The Winnebago County State’s Attorney’s Office reviewed the case and authorized two
counts of Predatory Criminal Sexual Assault against Held, and a warrant was obtained for
his arrest. On Thursday, December 15, 2022, Held was taken into custody in Michigan
and lodged in the Delta County Jail. Held was transferred to the Winnebago County Jail
on January 4, 2023.

– On Friday, September 16, 2022, the Rockford Police Department was contacted to
investigate a report of a sexual abuse to a juvenile under the age of 13. Officers learned the
abuse occurred in the 300 block of Cameron Avenue.

The Rockford Police Department’s Sensitive Crimes Unit conducted a follow-up investigation into
the incident and identified the suspect as 23-year-old Carlos Roldan. The victim and suspect were
known to each other.

The Winnebago County State’s Attorney’s Office reviewed the case and authorized two counts of
Aggravated Criminal Sexual Abuse against Roldan. He was taken into custody on Friday,
December 19, 2022, and lodged in the Cook County Jail. He was then brought to the Winnebago
County Jail on Friday, December 30, 2022.

The charges against Roldan are merely accusations, he is considered innocent unless proven
guilty in a court of law.
