An early-morning traffic collision prompted a response from Rockton Fire Protection District crews at the intersection of State Highway 2 and East Union Street in Rockton on Monday morning.
According to emergency dispatch information, the incident was reported at approximately 7:37 a.m. Crews were initially dispatched for an expanded traffic collision, indicating the potential for vehicle damage significant enough to require specialized rescue equipment. Radio traffic indicated that hydraulic rescue tools, commonly referred to as the “jaws of life,” were requested and utilized at the scene.
Rockton Fire units responding to the incident included Engine 1402, Engine 1490, Medic 22, and support units RFG1 and RFS1. Firefighters worked to secure the vehicles involved and ensure safe access for occupants as part of standard extrication procedures.
Despite the need for rescue tools, officials reported that no injuries were sustained as a result of the crash. The use of hydraulic equipment appears to have been precautionary and related to vehicle positioning or damage rather than a medical emergency.

City of Rockford Updates Winter Weather Terminology to Simplify Communication
ROCKFORD, Ill. – The City of Rockford is updating its winter weather terminology to make communications clearer and easier for residents to understand.
Previously, the City used the term “Snow Emergency” - a standard municipal term - to announce odd/even parking restrictions. However, these restrictions can be required for a variety of winter conditions, including ice or other hazardous situations, and the old terminology sometimes caused unnecessary concern. Many residents understandably associated a Snow Emergency with dangerous travel conditions, when in most cases it simply meant we were taking preemptive action or beginning residential plowing and needed to have cars parked on one side of the street.
Key Changes:
“This clarification is intended to make our communications simpler and easier to understand, helping residents know exactly what to expect throughout the winter season,” says Mayor Tom McNamara.

On Sunday, February 1, 2026, at around 12:12 pm, Rockford Police officers responded to a residence in the 1800 block of Carney Avenue for reports of a home invasion. Officers were advised that multiple subjects entered the home armed with firearms, battered residents, and stole property.
Immediately, Rockford Police Gang Detectives began investigating the incident and identified two suspects, Jalan Glover and Freemon Hubbard.
After a review of the facts of the case, the Winnebago County State’s Attorney’s Office authorized the charges below against Glover and Hubbard. On Friday, February 6, 2026, members of the Rockford Police Department Gang and Narcotics Units took Glover into custody and lodged him in the County Jail. Hubbard has not been located at this time.

The City of Rockford has announced a temporary road closure on the city’s west side due to an emergency water main break, which will impact traffic beginning this weekend.
Starting Saturday, February 7, 2026, southbound traffic on 20th Street will be closed between 15th Avenue and Broadway. City officials say the closure is necessary to allow crews to safely repair the damaged water main and prevent further infrastructure issues in the area.

Rockford Fire Department crews responded to a commercial structure fire Saturday evening at 921 West State Street,
where heavy fire conditions were encountered inside an unoccupied building used for storage,
according to an official incident update released by the department.
The fire was reported at approximately 8:46 p.m. on February 7, 2026.
Upon arrival, firefighters found significant fire involvement on the first floor of the structure.
The building was confirmed to be vacant at the time of the incident and contained large quantities of stored materials, including pallets loaded with cardboard, plastics, and Styrofoam, which contributed to the intensity of the fire conditions encountered by crews.

UPDATE:
Incident Update: Last night around 8:10 PM, Loves Park Fire responded to a reported water rescue on the west side of the river near Briar Lane. A 57-year-old female had slipped down a nearby hill and was rescued from the shoreline. The patient was never in the water but was unable to climb back up. Nearby residents called 911 after hearing someone calling for help. She was transported with very minor injuries from the fall.
The female is now out of the Rock River, and is on the West side of the bank.
Unconfirmed reports said a vehicle may have went into the river.
38 Briar Lane, is the location. Just north of Riverside.
Note: It was reported to be a male at first.
Active Water Rescue Underway Along Rock River in Loves Park
LOVES PARK, Ill. — Emergency crews are actively responding to a reported water rescue incident along the Rock River in Loves Park, near the 6100 block of Park Ridge Road, not far from Martin Park.
According to emergency dispatch information, the incident was received at approximately 8:09 p.m. CST and was immediately classified as an active water rescue. Initial reports indicated that a male was trapped in the water and was heard screaming for help.
Loves Park Fire Department units were dispatched to the scene, including marine and EMS resources. Assigned units included MD1, NP Boat, NP EMS, and NP Engine, with additional resources en route such as 8MED88, 892, 1801, BAT18, and MED81. One unit, LPG1, has been cleared from the incident, though the reason for the clearance has not been publicly explained.
Due to the nature of water rescue operations, incidents along the Rock River are treated as high-risk responses. River conditions can change rapidly because of currents, underwater hazards, and limited visibility, all of which complicate rescue efforts and require specialized equipment and training.
At this time, officials have not released information regarding the individual’s condition, whether contact has been made with the victim, or the outcome of the rescue attempt. Authorities have also not confirmed how the individual entered the water or how long they may have been there.

Rockford Fire Department crews responded Tuesday afternoon to a reported waterflow alarm at a commercial property on the city’s northwest side, where initial information indicated active flooding inside the building.

The records, spanning from 2017 to 2025, detail incidents ranging from physical mishandling of files to sophisticated phishing attacks and prolonged online exposures of protected health information (PHI). These breaches have collectively impacted over 700,000 Illinois residents, including vulnerable populations reliant on Medicaid, Medicare Savings Programs, and rehabilitation services.
The documents were released by the Office of the Illinois Attorney General (OAG) in response to a FOIA request filed by Rockford resident James Earl Ferguson Jr. on January 20, 2026. Fast-forward to 2020, amid the height of the COVID-19 pandemic, when a coding error in the state's Integrated Eligibility System (IES) exposed data through its Application for Benefits Eligibility (ABE) component. Discovered on July 9, 2020, the breach affected 285 Illinois residents applying for Pandemic Supplemental Nutrition Assistance for Children Receiving Free or Reduced School Lunches (P-EBT). Due to the glitch, applications from 97 system users became viewable by others, potentially revealing names, addresses, telephone numbers, dates of birth, genders, school districts, school names, and Social Security Numbers (SSNs)—though SSNs were optional on the form.
The Illinois Department of Healthcare and Family Services (HFS) and the Department of Innovation and Technology (DoIT) collaborated with IDHS to shut down ABE immediately and remediate the issue. Notifications were mailed to affected individuals on July 31, 2020. In an August 11, 2020, joint report to Attorney General Kwame Raoul, IDHS Secretary Grace B. Hou and HFS Director Theresa Eagleson stressed the "paramount importance" of customer privacy, noting that the departments were "working together to ensure this does not happen again."
The pattern continued into 2025 with smaller but no less concerning breaches. On February 25, 2025, an IDHS employee fell victim to a phishing email from a hacked external account, granting a hacker brief access to their email inbox. Remedial actions included mandating multi-factor authentication (MFA) for all logins, disabling insecure web settings, implementing email filters, and adding real-time monitoring. Rachel Diamond, an Associate General Counsel for IDHS, reported the breach to the OAG and the U.S. Department of Health and Human Services (HHS) on May 5, 2025, with direct notices sent to affected residents on April 30, 2025.
Just weeks later, on March 11, 2025, a clerical error in the IES system led to a newborn's information being added to the wrong household case. A doctor's newborn report, submitted on February 19, 2025, contained incorrect case details, resulting in a Notice of Decision for Medicaid eligibility being mailed to the unintended recipient. The error was corrected swiftly after the incorrect household head notified IDHS, and the newborn was reassigned to the proper account. This breach affected only one resident's medical information. Diamond again handled the reporting, notifying affected parties on June 10, 2025, and HHS on June 25, 2025.
The most alarming revelation in the FOIA documents is a massive, long-term exposure discovered on September 22, 2025, affecting an estimated 705,017 Illinois residents. Six internal planning maps on the ESRI/ArcGIS platform had incorrect privacy settings, allowing public access from as early as April 2021. The maps exposed PHI from IDHS's Department of Rehabilitation Services (DRS) for 32,401 customers—including names, addresses, and medical referral data—starting in April 2021. Additionally, Medicaid and Medicare PHI for 672,616 individuals, such as addresses, case numbers, and plan information, was accessible from January 2022 onward.
IDHS responded by restricting access to authorized employees between September 22 and 26, 2025, conducting a comprehensive review, and enacting a new policy prohibiting customer data on public mapping sites. Thomas Mulcrone, IDHS's Deputy General Counsel, detailed these steps in the breach report, with notifications sent on January 8, 2026—the same day as the OAG's FOIA response. The breach, which ended on September 26, 2025, was not reported to law enforcement but was flagged to HHS on January 9, 2026.
These incidents collectively expose vulnerabilities in IDHS's handling of sensitive data, which serves millions through programs like Medicaid (covering over 3 million Illinoisans) and rehabilitation services for individuals with disabilities.
