Sheriff Gary Caruana will run for re-election in 2026
Statement from Sheriff Gary Caruana
“In September of 2013 I announced my intention to run for Winnebago County Sheriff. I was motivated to run because I saw a law enforcement organization that needed real leadership that could utilize both my law enforcement experience and my corporate security experience for a fortune 500 company.
My corporate experience gave me the opportunity to apply “best practices” and teamwork principles to a law enforcement organization. Changes were made and new systems put into place that provided transparency and accountability. The Winnebago County Sheriff’s office became the first law enforcement agency in Northern Illinois to have body worn cameras years before they were mandated by the state.
Bodycams are a perfect example of a new protocol that would address both transparency and accountability to the public. Bodycams were new but they were accepted as a new tool that would document law enforcement’s response to situations and document those situations for the prosecutors.
My experience and my confidence in my ability to lead were the reasons why I ran nearly a dozen years ago and the same reasons why I have decided to run for re-election in 2026. Over the past decade I have worked hard on continuing education and the study of best practices across the country. My background now includes that I am a graduate of the FBI National Academy and the Police Executive Research Forum. I am also a proud graduate of the FBI-LEEDA Trilogy Program (Law Enforcement Executive Development Association), which further enhanced my leadership foundation built through a Bachelor’s Degree in Management and Leadership and a Master of Arts in Management.
Since my election to this office, I have implemented a number of Technology and Infrastructure upgrades including a new Records Management System, transitioned to a new advanced radio communications system, and upgraded camera systems in the jail. I have also made sure that my command team and rank and file officers receive continuous training and development.
The Sheriff’s department collaborates with more agencies and organizations than ever before. Our partnerships and coordination are an important part of our primary role in providing public safety. That collaboration has led to greater emphasis on the deterrence of crime and de-escalation. Our efforts at community outreach have seen greater participation from both the community and our staff.
The Sheriff’s Office was proud to initiate the creation of the Crisis Co- Response Team, which pairs licensed social workers with deputies and police officers responding to non-violent calls. This collaborative approach helps de-escalate situations, connect individuals with appropriate services, and reduce the need for enforcement-driven outcomes.
In addition, the Sheriff’s Office is committed to the health and well-being of all the men and women that serv in our organization. Our Director of Wellness and Resiliency provides counseling, support, and resources to help our deputies navigate the unique challenges and stressors of a law enforcement career.
I am proud of the men and women of the Winnebago County Sheriff’s Office and, if the voters let me, I will continue to provide public safety for our county and the kind of leadership that they deserve.”
Circulation of Nomination Petitions for the March 17, 2026 Republican Primary begins August 5th 2025 and those petitions are due October 27 through November 3rd 2025. The General Election takes place November 3rd 2026.
