Below is my personal opinion on what may have allegedly happened,
Based on the current information that has been provided to me.
WHITMAN ST & KILBURN AVE INTERSECTION
SIGNAL REMOVAL & REPLACEMENT
The Kilburn Avenue and Whitman Street intersection has been put into temporary stop sign
control. The existing signals will be removed so work on the curb and gutter, asphalt pavement,
and storm sewer inlets can be completed before the new traffic signals are delivered, installed, and
activated. This work should be completed by the end of the November 2024.
Whitman Street is still closed to through traffic between Kilburn Avenue and Rockton Avenue.
This section of Whitman Street shall be opened to traffic when the traffic signal installation is
complete. All appropriate traffic control measures and marked detour routes will be in place to
help safely guide traffic.
Local residents will have full access to their homes during the closer and all mail services,
deliveries, trash pickup and emergency services will not be interrupted during the closure for
residents. All businesses remain open throughout construction and will be accessible.
This project consists of pavement removal and replacement, driveway approach removal and
replacement, sidewalk, and curb and gutter removal and replacement, storm sewer upgrades, water
main and water service replacement, sanitary sewer improvements, traffic signal upgrades, and
striping, as needed, to complete the Whitman/School Street Reconstruction project.
This project is funded by the City of Rockford 1% Infrastructure Sales Tax, along with the Water
Replacement Improvement Account, and the Four Rivers Sanitation Authority.
