Telephone comments are limited to five
minutes and must address the department’s ability
to meet the ILEAP accreditation standards.

State of Illinois Accreditation Assessment Team Invites Public Comment
An Illinois Law Enforcement Accreditation Program (ILEAP) team will be at the Rockford
Police Department from October 30 – November 1, 2024, to determine if the Rockford
Police Department should receive the renewal of the organization’s highest, Tier level 2
accreditation.
The police department is judged based on 181 separate ILEAP standards regarding
administration, operations, personnel, and training. The department has been revising
its policies and procedures to meet the standards set by ILEAP. To complete the
accreditation process, the policies and procedures must not only reflect the standards
ILEAP sets, but all files developed must demonstrate and validate that the department is
following all mandated ILEAP policies and procedures.
Accreditation will demonstrate the agency has achieved a level of professionalism
among our law enforcement peers and validates the methods of service our members
provide to the community in which they serve. In addition to improving our relationship
with the citizens and organizations of the Rockford community, accreditation improves
accountability while limiting risk exposure.
To complete the process, four ILEAP final assessors: Dean Myles – West Chicago Police
Department (Ret. Deputy Chief, Itasca PD) (Team Lead), Chief John Lawson – Harper
College Police Department, Darryl Harlan (Ret. College of Lake County PD), and Sergeant
Dan Taylor – Lisle Police Department, will conduct an on-site assessment of the Rockford
Police Department. Agency personnel, elected officials.
Community members are invited to offer comments during a public information call-in session on October 31st,

minutes and must address the department’s ability to meet the ILEAP accreditation

Rockford Police Chief, Carla Redd, said, “As we continue to evolve in law enforcement, the
accreditation process is essential for taking us to the next level. As a profession, we should
consistently seek ways to improve and better serve our citizens. We should embrace the
challenge of doing difficult things. As Lou Holtz said, ‘In this world, you’re either growing or
you’re dying, so get in motion and grow.’”
