Multiple Arrests Made in String of Aggravated Battery Incidents
ROCKFORD, IL – On Monday, September 23, 2024, at approximately 6:08 p.m.,
Rockford Police officers responded to the 2200 block of S. Mulford Road in reference to
an aggravated battery incident.
A married couple was walking on S. Mulford when they were approached and verbally
harassed by two male juvenile suspects.
One of the suspects pointed a handgun at them
and then struck the male victim with the gun. The male victim fought back and the gun
fell to the ground.
The female victim picked up the gun, but the second suspect attacked her, got the gun back, and both suspects ran off.
Rockford Police Violent Crime Unit Detectives investigated the case and were able to
determine the identity of the two suspects.
Detectives were also able to connect the
same suspects, a 13-year-old male and a 14-year-old male, to several similar incidents,
which all took place in the vicinity of the Twenty-Fifth Street Playground between
September 11-13, 2024.
These incidents involved the suspects walking through residents’
yards in the neighborhood and verbally harassing them. The victim in two of these cases
was an elderly man.
The suspects slapped him in the face and threw rocks at him.
The suspects also pointed a gun at an adult man and threatened the same man with a knife
the following day.
Detectives obtained arrest warrants for the suspects and also obtained search warrants
for the suspects’ residences.
On Thursday, October 3, 2024, Rockford Police Detectives executed one of the search
warrants on Regan Street where they located and arrested one of the suspects, a 14-
year-old male, who attempted to get away as he was being taken into custody.
Detectives executed the second search warrant on Santa Monica Drive. While making
entry into the residence, a 33-year-old man, Carl Smith, jumped out of a window and fled
on foot in the backyard. Officers apprehended Smith after a brief foot chase. Smith was
found to have a robbery warrant out of Indiana and was taken into custody and lodged
in the County Jail.
During Smith’s arrest, officers located a 3-month-old baby lying unattended inside the
residence. Nobody else was located inside the residence at this time.
A short time later, 37-year-old Katherine Weinsheim arrived at the residence, grabbed
the newborn, and initially refused to identify the newborn to Detectives.
Weinsheim was
argumentative, uncooperative, and made threats toward the Detectives. She attempted
to flee and was taken into custody and lodged in the County Jail.
The newborn was
subsequently taken into protective custody.
During the investigation, Detectives located a firearm, reported stolen from Mississippi,
resting on the floor in the living room, and also located a large amount of counterfeit
United States currency and a printer used to print counterfeit currency.
The other suspect in these cases, a 13-year-old male, was located at another location
and was taken into custody without incident. Both juvenile suspects were lodged in
Juvenile Detention.
After a review of the facts of the case, the Winnebago County State’s Attorney’s Office
authorized the charges listed below.

As with all investigations, there may be additional charges and arrests.
The charges are merely accusations and all individuals are considered innocent unless
proven guilty in a court of law.
