TRAFFIC STOP RESULTS IN TWO ARRESTS FOR FELONY FIREARMS CHARGES
On July 24th, 2024, at approximately 6:29 p.m., deputies assigned to the Stephenson County Sheriff’s Office Crime Suppression Unit (CSU), were attempting to stop a vehicle with multiple occupants in the area of State Ave. and Frank St. in Freeport for a stop sign violation, when a passenger, Dwan Jackson (age 25 of Freeport), exited and began fleeing on foot. During the ensuing foot pursuit, Dwan Jackson was observed reaching for a firearm that was concealed on his person and a Taser device was deployed. Dwan Jackson was eventually located and arrested; neither Dwan Jackson nor the deputy sustained any injuries during the arrest.
Following the capture and arrest of Dwan Jackson, a Sheriff’s Office K9 unit was deployed to search the area where the foot pursuit occurred and a loaded Glock 9mm pistol that was believed to have been discarded by Dwan Jackson was located. The Glock 9mm pistol was equipped with an extended magazine and it appeared to have been illegally modified to make it capable of fully automatic fire.
During a further investigation, another passenger from the offending vehicle, Samuel Evans (age 21 of Cicero Illinois), refused to obey verbal commands given by a deputy and was found to be in possession of a loaded Ruger 9mm pistol. Samuel Evans did not possess a valid FOID and did not have a valid State of Illinois Concealed Carry License.
Following a review of this case by the Stephenson County State’s Attorney’s Office, Dwan Jackson has been charged with the felony offenses of Unlawful Possession of a Weapon by a Felon and Aggravated Unlawful Use of a Weapon, and Samuel Evans has been charged with the felony offense of Aggravated Unlawful Use of a Weapon along with a misdemeanor charge of Obstructing a Peace Officer.
Both Dwan Jackson and Samuel Evans were lodged at the Stephenson County Jail where they are being held pending the outcome of detention hearings.
The public is reminded that both defendants are presumed innocent and are entitled to a fair trial, at which the government has the burden of proving guilt beyond a reasonable doubt.
