STATEMENT REGARDING THE MARY HOSMER APARTMENTS INCIDENT
On September 4, 2024 at 10:38 A.M., the Freeport Police Department received a call for service requesting a welfare check on a female who was possibly being held against her will at an apartment at Mary Hosmer, 601 N. Walnut Avenue.
During the course of the investigation, the responding Officer was able to determine the female was in an apartment with 52-year-old Grady Clark.
The Officer went to Clark’s apartment and made contact with both Clark and the female. The Officer could sense something was awry and was able to remove the female from the apartment. After the female was removed, the Officer learned that Clark was in possession of firearms inside of the apartment and had threatened to kill the female.
Freeport Police Officers attempted to make contact with Grady Clark who was still in his apartment. Clark then threatened that he had hostages, was suicidal and would shoot Officers if they made entry. This was the beginning of a long standoff with Clark that lasted 12 hours.
At 1:50 P.M., Clark fired two rounds from a rifle out of a window of his 10th floor apartment. Clark also tossed molotov cocktails and other items out of the apartment window. There were consistent efforts to negotiate a peaceful surrender with Clark during the entire length of the standoff.
The Freeport Police Department requested the assistance of the Illinois State Police Special Operations Command. The Illinois State Police responded with Special Weapons and Tactics Teams and the Crisis Negotiation Team.
At 10:30 P.M. Grady Clark fired more rounds from inside of his apartment and at 10:45 P.M., Clark surrendered without incident. A search warrant for Clark’s apartment was obtained. During a search of Clark’s apartment, Officers seized an AK-47 assault pistol, a SKS assault rifle, multiple high-capacity magazines, a 100 round drum magazine, a cache of ammunition, and suspected MDMA.
The Stephenson County State’s Attorney approved initial felony charges of Possession of a Weapon by a Felon and Reckless Discharge of a Firearm. This incident is still being investigated and more charges will be forthcoming. Grady Clark was arrested and transported to the Stephenson County Jail where he is being held pending the outcome of a detention hearing.
The Freeport Police Department would like to thank the Illinois State Police, Stephenson County Sheriff’s Office, Freeport Fire Department, Stephenson County State’s Attorney’s Office, Stephenson County Health Department, Salvation Army, American Red Cross, and Pretzel City Transit for assisting with this incident. We would also like to thank the area businesses that provided food and provisions for the first responders who worked tirelessly and professionally throughout the duration of the standoff.
The public is reminded that the defendant is presumed innocent and is entitled to a fair trial, at which the government has the burden of proving guilt beyond a reasonable doubt.
