Rockford Police Department Release:
On Wednesday, July 17, 2024, at approximately 9:15 p.m.,
Rockford Police SCOPE officers were following up on a reckless discharge incident earlier
in the evening when they located the suspect vehicle and conducted a traffic stop in the
area of Harrison and Stowmarket. During the stop, SCOPE officers located ammunition
and a spent shell casing inside the vehicle and during a subsequent investigation, officers
were able to locate and recover additional ammunition, two loaded handguns as well as
an AK-47-style pistol.
After a review of the facts of the case, the Winnebago County State’s Attorney’s Office
authorized the charges listed below.

UPDATE:
During a subsequent investigation, additional charges were authorized by the
Winnebago County State’s Attorney’s Office for Javius Catlin from an April 2024 incident.
Also, after further investigation, the Winnebago County State’s Attorney’s Office
authorized additional charges from an April 2023 incident. Catlin is currently in custody
in the County Jail.
