On Sunday, August 11, 2024, at
approximately 3:30 p.m., Rockford Police Patrol and SCOPE officers responded to a
residence in the 2000 block of Vermont Street for reports of a domestic battery
complaint. Officers were able to make contact with the suspect, James Watkins, and he
was taken into custody. After the initial investigation, SCOPE officers obtained a search
warrant for the residence, and after an initial obstruction, they located and recovered two
firearms, one of which was reported stolen out of Rockford, and other ammunition.
After a review of the facts of the case, The Winnebago County State’s Attorney’s Office
authorized the charges listed below.
Felicia Jackson, 57, Rockford
Obstructing
(in custody also) Resisting Arrest
Possession of Firearm w/ Revoked FOID
James Watkins, 31, Rockford
Aggravated Domestic Battery
Domestic Battery
Unlawful Restraint
Unlawful Use of a Weapon by a Felon
Possession of Stolen Firearm
No Valid FOID
The charges are merely accusations and all individuals are considered innocent unless
proven guilty in a court of law.
