On Tuesday, July 30, 2024, at approximately 10:20 p.m.,

Rockford Police SCOPE officers responded to an address on
Eastgate Parkway for reports of shots fired from a vehicle. Officers attempted to stop the
suspected vehicle on N. Rockton Avenue when it fled from officers. The vehicle was
located a short time later near Andrews Street and Royal Avenue, and the driver, Lavern
Ragland, was taken into custody and lodged in the County Jail. During the stop, SCOPE
officers located over 990 grams of cannabis and an undisclosed amount of United States
Currency.

After a review of the facts of the case, the Winnebago County State’s Attorney’s Office
authorized the charges listed below.

Reckless Discharge of a Firearm

Possession with Intent to Deliver Cannabis
Aggravated Fleeing to Elude
