I think this is a good time to remind our community about the INTEGRITY TASK FORCE.
The Integrity Task Force the local police use to investigate the use of force. The officers doing the investigations, work along the same officers they are investigating.
And the Integrity Task Force will NOT allow any 3rd party independent investigations.
Hence, why not one Integrity Task Force incident, has found an officer at fault.
Because the investigating officers, are officers themselves that work along side the officer they are investigating.
On March 14, 2024, the Rockford Police Department received the Use of
Force Certification from the Illinois Association of Chiefs of Police (ILACP) and the Illinois Law Enforcement Accreditation Program (ILEAP).
It was determined that the RockfordPolice Department met the use of force eligibility requirements, set forth by ILACP and ILEAP.
The Rockford Police Department’s use of force policy was reviewed and determined to
comply with state and federal laws, the United Nations document on less lethal
technology, as well as SAFE-T Act provisions. Force provisions center around Graham vs.
Connor, deadly force, rendering aid after force, the duty to intervene, review of force
incidents, taser application, and the prohibition on chokeholds unless deadly force is
authorized.
Why is this certification important? It’s important as it is an independent review of the
Rockford Police Department’s use of force policies and assists in gaining a certification of
compliance with the Illinois Complied Statutes and SAFE-T Act.

Dear Chief Redd:
On behalf of the Illinois Association of Chiefs of Police (ILACP), which manages the
Illinois Law Enforcement Accreditation Program (ILEAP), this letter certifies that the
Rockford Police Department meets the ILACP use of force eligibility requirements, set
forth by the Illinois Association of Chiefs of Police.
Following our review, we have determined that the Rockford Police Department meets
the conditions for certification in that the use of force policy has been reviewed and
determined to comply with state and federal laws, the United Nations document on less
lethal technology, as well as SAFE-T Act provisions. Force provisions center around
Graham vs. Connor, deadly force, rendering aid after force, the duty to intervene, review
of force incidents, taser application, and the prohibition on chokeholds unless deadly
force is authorized.
Accordingly, the Illinois Association of Chiefs of Police will include your agency going
forward within our database of use of force certified law enforcement agencies. This
certification is active for three years beginning with the date on this letter.
