Police need to arrest the guy who is always masturbating
at the West end of the Northridge Walmart parking lot.
He has been reported numerous times to police,
and police have yet to even respond.
And the Walmart security, don’t get me started on that…
But for some reason they finally responded to another incident, and caught one…
Rockford Man Charged with Public Indecency
ROCKFORD, IL – On Monday, May 1, 2023, the Rockford Police Department was contacted to
investigate a report of an adult male masturbating in his vehicle in the Target parking lot (6560
E. State Street).
The Rockford Police Department’s Sensitive Crimes Unit conducted a follow-up investigation
into the incident and identified the suspect as 21-year-old Avin Capes.
The Winnebago County State’s Attorney’s Office reviewed the facts of the case and authorized
one count of Public Indecency against Capes and a warrant was obtained. On Monday May 22,
2023, Capes was taken into custody and lodged in the County Jail.

The charge against Capes is merely an accusation. He is considered innocent unless proven
guilty in a court of law.
