April 30, 2023, at approximately 4:55 p.m.,
Rockford Police SCOPE officers observed a vehicle with a license plate reported stolen out of
Loves Park, which had also previously fled from Rockford Police.
As officers attempted to stop the vehicle, the vehicle quickly reversed,
narrowly missing a Rockford Police SCOPE officer.
The vehicle then proceeded to hit the SCOPE vehicle’s open passenger door, causing it to slam on the
officer inside. The vehicle, with one occupant, continued to ignore commands to stop, and
continued to reverse again, again barely missing a SCOPE officer.
The vehicle then again struck the side of the SCOPE squad car,
pushing the squad to the side of the road which allowed the
vehicle to drive towards the roadway.
The vehicle, driven by Baranor Douthard, struck a privacy fence,
and still continued to attempt to flee to no avail.
Douthard continued to ignore commands to exit the vehicle,
and subsequently SCOPE officers broke the windows to remove him. He was
taken into custody after a brief struggle, and lodged in the County Jail.
During the investigation, officers also located and recovered two loaded handguns.
After a review of the facts of the case, The Winnebago County State’s Attorney’s Office
authorized the charge listed below.

Unlawful Use of a Weapon by Felon
Possession of a Firearm (2 counts)
Aggravated Assault (2 counts)
Criminal Damage to State Property
Fleeing to Elude
Resisting Arrest
