Death Investigation: 19-389
On Friday 01/11/19, the Ogle County Sheriff’s 911 center took a call in reference to a subject with a self-inflicted gunshot wound in Rochelle at 300 South Main St. #4. Rochelle fire and police personnel were dispatched to the scene.
Upon arrival, a deceased male subject was located in the living room, with an apparent gunshot wound to the head. Rochelle Police detectives, the Illinois State Police Crime Scene Unit and the Ogle County Coroner were called to the scene. The deceased is John M. Garza, 28, of Rochelle.
Witnesses on scene advised officers that the deceased subject had been playing with a handgun just prior to hearing a gunshot and finding the victim in the living room.
During the course of the investigation, it was learned that several subjects had fled the scene. The firearm used in the shooting could not be located and it was believed that one of the subjects who fled the scene had taken the gun.
Ogle County Sheriff’s detectives were called to assist in locating the missing witnesses. The Ogle County Sheriff’s drone was used to check the surrounding rooftops for the missing weapon, with negative results.
Detectives were able to locate the individuals that had been in the apartment at the time of the shooting and take statements from them. Detectives spoke to one of the witnesses who took them to the weapon that was allegedly used in the shooting. The weapon was recovered and will be sent to the Illinois State Police Crime Lab for processing.
The Ogle County Coroner’s Office will conduct an autopsy on Monday 01/14//19
Rockford Police said after several hours of negotiations with an alleged suspect, they tossed in some tear gas a few times, then the SWAT team went inside the residence and tried to arrest the alleged suspect. Police say the suspect then assaulted the officers that went inside to arrest him and then one of the officers fired his gun, killing the mentally ill suspect. An officer was also injured, unknown on the severity of the injuries. (RPD)
Update: RPD said via their call log there was an Aggravated Battery at 1126 Green st, same area as this incident. Possibly related.
Shots were confirmed fired at the scene, unknown at this time who fired the shots. Neighbors said police fired the shots and killed a person inside the residence. Neighbors said the victim was mentally ill.
RPD has not released any information on this, and are very quiet on this situation.
Several sources are reporting a large police presence on the west side of Rockford, working a scene.
They said it appears to be a police standoff, possible hostage situation near Green st. near Stanley area
Numerous police officers, Chief OShea, SWAT, Swat vehicles and a sniper are all on scene.

RPD has yet to confirm this, but neighbors said the alleged suspect might have committed a carjacking this afternoon that involved children. That is why the RPD was first went to the residence, while investigating the carjacking at Stanley and Green
Update: Officials have confirmed that Scott E. Overby, 55 years old from Janesville, Wisconsin is the victim.
On Thursday, December 27, 2018, at approximately 9:58am, Boone County Sheriff’s Deputies responded to the area of Hunter Road east of Capron Road for a one vehicle accident. Deputies arrived and discovered that a Dodge Caravan had left the road and overturned. The driver, who was described as a white male, was the only occupant and was found outside of the vehicle.
Additional first responders including members of the Capron Rescue Squad, the Capron Fire Department, and Mobile Doctor One administered aid to the man, however he was pronounced dead at the scene by the Mobile Doctor.
Preliminary investigation shows that the vehicle was traveling westbound on Hunter Road east of Capron Road when it left the roadway, struck a culvert, and overturned. The cause of the accident is still under investigation by the Boone County Sheriff’s Office.
The identity of the driver is not being released at this time. An autopsy has been scheduled for Friday, December 28, 2018, by the Boone County Coroner’s office

A vehicle has rolled over and one person was ejected from the vehicle
Sources said a body was laying in the roadway and had life threatening injuries. They believed were possibly fatal.
Emergency personnel have they area blocked off. Probably for awhile. Avoid the area or expect delays. The cause of the accident is under investigation.

Update from the Winnebago County Coroner Office:
FATAL ACCIDENT: On Saturday, December 22nd, 2018, shortly after 2:00 a.m. Rockford Police Officers responded to the area of Kishwaukee Street and Brooke Road in reference to a serious traffic crash. Based on the information available at this time, it appears that a vehicle traveling southbound on Kishwaukee Street at a high rate of speed disobeyed the red light at the intersection and struck another vehicle that was westbound on Brooke Road. Following the crash, the suspect vehicle caught fire.
One of the occupants of the suspect vehicle, a 45-year-old adult male, was ejected and later pronounced dead at the scene. A 50-year-old adult female occupant escaped the suspect vehicle on her own, while a third occupant, a 46-year-old adult male, had to be pulled from the burning vehicle by officers. Both the surviving occupants were transported to a local hospital. The female’s injuries are serious, but non-life-threatening. The male is in critical condition.
The two occupants of the victim vehicle were unharmed. The names of the individuals involved are not being released at this time.
Investigators from the Traffic Unit are conducting a follow-up investigation into the crash. Further details will be released should they become available.
Sources said this stemmed from a police chase, but not confirmed.

At least one person is confirmed dead. Two others are injured.
Sources said vehicle going southbound on Kishwaukee failed to stop for the red light at the intersection and crashed into another vehicle that was westbound on Brooke.
It appears from witnesses at the scene, one person my have been ejected from a vehicle. Or a pedestrian was hit. The dead body was located outside near the Grant Park Tap sign, just underneath the sign.
The cause of the accident is under investigation.
