Officers were involved in a high-speed pursuit this afternoon that resulted in the arrest of two suspects on felony charges.
The arrested individuals include Stephan J. Ross-Traylor, 23, of Beloit, and Keanthony M. Spence, 25, of Beloit. Ross-Traylor, who was a passenger in the vehicle, has a known history of weapons violations and escape; he is facing several significant felonies in Rock County Circuit Court. The driver, Spence, also had felony warrants out for his arrest.
We receive an anonymous tip that Ross-Traylor had been spotted in a vehicle near St. Lawrence Avenue and Moore Street. Officers located the vehicle around 3:30 p.m. at Shirland and Townline avenues. The vehicle fled from officers at an extremely high rate of speed and the driver of the vehicle, Spence, exhibited extremely reckless behavior. The pursuit went through the downtown Beloit area and on the interstate. The vehicle was ultimately stopped on I-90 at 173 near Machesney Park. Both individuals attempted to flee on foot, however, they were arrested and taken to the Winnebago County Jail in Illinois.
Thank you to all of the neighboring law enforcement agencies who assisted in the capture of these two individuals, including the Machesney Park Police Department, Winnebago County Sheriff’s Office, Roscoe Police Department, South Beloit Police Department, Illinois State Police, and Loves Park Police Department.
We also greatly appreciate the tip that led to the arrest of these dangerous individuals.

Unconfirmed reports are saying these were robbery suspects and the chase started near Beloit and came down into Illinois on I-90. At least one person is in custody.
Sources are reporting several officers were chasing a dark colored truck on I-90. The suspect in the vehicle then got out of the truck and fled into a nearby field. Numerous officers had a perimeter around the field. Traffic is backed up for many miles. Unknown why the man fled from police. Still developing
Just after 2:30 am this morning the Loves Park Police were assisting the WCSO on a call in the 8100 block of Eddington dr in Machesney Park. It is unknown what the original call was for. The call log shows it as a “Service to other agency”
We have been told that while the Loves Park Police were on this call on Eddington, a subject began to fight with the Loves Park Police officer and injured the officer. It is not yet known on the severity of the injuries.
Several officers from several jurisdictions were on scene assisting.

On Sunday, October 6, 2019 at approximately 1:30 a.m., Winnebago County Deputies were dispatched to Cronies’ Bar, 9032 N. Second St., in Machesney Park for a person shot.
Upon arrival, Deputies found a male with a gunshot wound. The victim was transported by ambulance to Javon Bea Hospital Riverside where he was pronounced deceased.
Witnesses reported that the victim was involved in an altercation shortly before being shot.
A short time later, Javon Bea Hospital Rockton reported that a male had arrived at the hospital with a gunshot wound. The victim was treated and released for a non-life threatening.
Winnebago County Sheriff’s Detectives identified a suspect during the investigation and met with the Winnebago County State’s Attorney who authorized charges. Detectives obtained an arrest warrant and the suspect was lodged in the Winnebago County Jail on the following charges:
~Kenneth J. Johnson Dob: 09/16/91 of Rockford
-First Degree Murder (8 counts)
-Aggravated Battery with a Firearm
-Aggravated Unlawful Use of a Weapon
Bond was set at $5,000,000.00 cash.
The victim was identified as Russell D. Jefferson (age 31) of Rockford. An autopsy is tentatively scheduled for Monday.
The charges against Kenneth J. Johnson are merely accusations and he is considered innocent until proven guilty in a court of law.
Two victims are confirmed shot. One of the victims is confirmed dead. This is now a murder investigation. The other victim is allegedly shot in the hand/arm, and officials said that victim is suffering from non life threatening injuries. Police have yet to release any suspect information.

Reports of 2 people have been shot during a birthday party at Cronies Grill at 9032 N 2nd st just after 1:30 am. (We have been told there is possibly up to 4 shooting victims, 2 at the scene and 2 self transported) It is not yet known on the severity of the injuries at this time, we have been told that one of the victims possibly has life threatening injuries but officials have not yet confirmed this. The victim with the alleged life threatening injuries was found laying on the dance floor area of the business. The other victim at the scene is alleged to have been shot in the hand/arm area. Reports of an argument, then several shots were fired. Two ambulances were on scene, along with numerous police officers from several jurisdictions. Police were searching for a suspect in the area, they found a vehicle with a gun inside it and think it is possibly related to this shooting, but they are not yet sure and are investigating it further. Several officers and emergency personnel from several jurisdictions were on scene (WCSO, LPPD, Roscoe, Rockton, ISP, HRFD, NPFD). Police have not released any information on this shooting yet, if they do we will update this.

On Victory in Machesney Park, we were told one person was shot. Several emergency personnel including the state police were on scene.But as you know the police are encrypted, have not released any information, or confirmed anything.
Bell School and Old Creek, Car accident with injuries. The cause of the accident is under investigation.
