Rockford Scanner™: Citizen Tells His Side Of The Story, Being Unarmed and A Rockford Police Officer Opened Fired On Him.

As you know at Rockford Scanner we try covering all sides of the story when possible.  The following is the victims side of the story. Note: We reached out to the RPD for info. and comments on this story, they have yet to respond.

The victim lawyer said it was OK for him to tell his side of the story now.


Alexandro N Elmore side of the story:

“She lied and said we rammed her vehicle to justify her shooting at us. The only damage to our vehicle was a bullet hole in the windshield.”

In January 2019 Rockford police Officer Carla Redd opened fired on a vehicle that had 3 occupants in it, near 8th st and 5th ave.

The tow truck driver who recovered the vehicle said “How can there have been a collision, when there is clearly no damage to the vehicles”

Officer Carla Redd said she was the victim of a “vehicular assault” and said the vehicle rammed her vehicle, so she opened fired on Alexandro N Elmore and his 2 friends.

The tow truck driver and the victims have all said there was no damage to the vehicle. So how is it possible they rammed her, if there was no damage? The photos in the video, also show no damage to the vehicle.

The victim said the following: “We started our day at the Eagles club on 11th St. we ate some wings and had some drinks and we left. We were not ready to go home yet so we stopped at the Golden bar on seventh Street. We realized our friend was passed out in the back seat and it was snowing out that night so we decided to not go in and to just drive home.

We turned right onto fifth Avenue, we drove down about one block inside a group of people standing in front of the Elida Lodge. we drove around the group of people came up to the next block. I was hot so I took off my jacket and my friend who is in the passenger side said watch out for someone who was either crossing the road or was on the side of the road.

I looked up and saw a black person with little twisties in her hair standing on the side of the road and firing a gun at us.

There was no reason at all for her to be firing the gun at us because we did nothing wrong. All we were doing was driving down the road.

She lied and said we rammed her vehicle to justify her shooting at us. The only damage to our vehicle was a bullet hole in the windshield.”

When the tow truck driver recovered the vehicle there was no damage at all from this incident except for a bullet hole.  The tow truck driver and also the victims said this. And the photos also show this.

Alexandro N Elmore: “No damage to the car anywhere, so how could we intentionally ram her vehicle? Please help us out. We did nothing wrong that night, we were just driving home and happen to be in the wrong place at the wrong time”

Police have filed charges on him and his friend, and Alexandro N Elmore has turned himself in. He says his buddies and him are innocent. And Officer Carla Redd lied to cover her butt, for using deadly force while shooting at an unarmed citizen. And there was no accident, and he did not ram her like she claims. He sent us the photos as proof.


Note: He said the photos were taken right after the RPD released the vehicle back to him. You can clearly see the evidence markers on the vehicle. And no damage. (Note: We sat on this for awhile now.) Those photos were not “just taken” He sent them to us a long time ago. We been sitting on this awhile now, and just posted it today. He has turned himself in to jail on the 13th. Because he says he is innocent and didn’t want to be on the run for something he claimed he didn’t do. And wanted to clear his name, that is why he turned himself in. He was fearful of his life, because he said they were driving down the road and was shot at by  RPD officer Carla Redd, and fears for his life still since she has already tried to take his life by shooting at him once, and that is why he came to us. He wants his side of the story to be told, because he said he is innocent and fears for his life and wants his side of the story to be told.

Rockford Scanner™: Officials Release Drone Footage Of The Local Flooding Impacts





On March 21, 2019 the Winnebago County emergency operations center is releasing images and video of areas impacted where the severe flooding occurred near the Rock River, the Pecatonica River, in the Sugar River.

These images will help show the extent of the flooding and the impact on our community. This is a difficult time for our community and the Winnebago County emergency operations center recognizes the stress on residents waiting for the water to recede.

It happened near the intersection of E Riverside and Perryville.  The accident scene is just south of the intersection.

Injuries were being reported. It is not yet known on the severity of the injuries.

UPDATE: Suspects were wanted in an aggravated hijacking. A couple of suspects are in custody. Sources said it appears the vehicle may have rolled over near the ramp to I-90. Still developing.


Sources are reporting approx. 20 police squad cars are at a scene near I-90 and E Riverside. At the time of writing this we do not yet know what happened.

We been told that there are several officers near I-90 and E State st as well, possibly related to this call.

We have been told this was a possible police chase that ended up into an auto accident. But not confirmed.  (Not related to the one from earlier)

UPDATE: VEHICULAR HIJACKING ARRESTS: On Thursday, December 6, 2018, at approximately 7:30 p.m., Rockford Police officers responded to a report of an aggravated vehicular hijacking in the area of Lexington Avenue and Preston Street. Upon arrival, officers learned three armed, male suspects approached the 40-year-old female victim while she was stopped at a stop sign. One of the suspects demanded property from the victim, hit her with the gun, and forced her out of the vehicle. The suspects fled in the victim’s white car.

Officers located the vehicle and attempted to conduct a traffic stop on eastbound U.S. Hwy 20 near 11th Street. The suspects fled at a high rate of speed and officers pursued. The chase ended when the suspects crashed while trying to exit onto East State Street from I-90. The suspects got out of the vehicle and fled on foot. All three suspects were taken into custody. A Rockford Police K9 was used to apprehend one of the suspects, and a loaded firearm was also recovered. 

The Winnebago County State’s Attorney’s Office reviewed the case and authorized the below listed charges against the suspects. The third suspect, an adult male, was taken to a local hospital with non-life-threatening. Charges are pending against him following the completion of medical treatment.

Juvenile Male, 16, Rockford: Possession of a Stolen Vehicle, Aggravated Vehicular Hijacking, Resisting Police

Soldier Perkins, 19, Rockford: Possession of a Stolen Vehicle, Aggravated Vehicular Hijacking, Resisting Police, Aggravated Fleeing to Elude, Fleeing to Elude

Perkins also faces several traffic charges. The juvenile was lodged in the Juvenile Detention Center following treatment of minor injuries at a local hospital. Perkins was lodged in the Winnebago County Jail. The charges against the suspects are merely accusations. The juvenile and Perkins are considered innocent unless proven guilty in court

UPDATE:

This is what sources are reporting so far.  The police chase was first reported in Machesney Park near N Second. Reports of the vehicle was traveling over 100 MPH. During this time a Department of Homeland Security vehicle was rammed.  Unknown on injuries. The suspect vehicle proceeded to keep fleeing from police. They had a government helicopter in the air and was following the suspect vehicle. A short time later, reports were saying the vehicle crashed near Forest Hills and Landstrom.  Also reports of a pedestrian was hit by a vehicle at the same location. Unknown on the severity of the injuries. Sources said they were able to catch a suspect at the scene. It is not yet known what the suspect was originally wanted for.  (Possibly drug related according to sources) Please avoid this area, numerous officers are working the scene and are diverting traffic. We will post updates as they become available


The vehicle crashed near Forest Hills and Landstrom.  Police have the alleged suspects in custody. Unknown on injuries.  Sounds like they might have hit a pedestrian near this location as well. Still developing, avoid the area

Several sources reporting numerous police going extremely fast down N Second st towards a scene near N Second and Harlem area.

At this time, it is not yet known what happened due to the police encryption.

Multiple injuries were being reported and at least a couple of ambulances are on scene.  We been told the medical helicopter might have been dispatched to the scene as well. Unknown on the severity of the injuries at this time.

Avoid the area. The cause of the accident is under investigation.
