Sources are reporting numerous gunshots were fired.
1st responders were in the 1800 block of Elm in Rockford, around 4:20 am. They reported hearing numerous gunshots, too many to count. Then saw several vehicles fleeing the area without their lights on and driving reckless.
There was a party just South of their location. Reports were saying the police were breaking up the party. It is not yet known if the gunshots were from this incident, or something different.
We have been told there was one victim that may have been shot and was self transporting to a local ER.
No suspect information at this time.
RPD has yet to confirm or release any information yet.
UPDATE: As expected, Once again Judi Yehling (Judi.Yehling@rockfordil.gov) has DENIED yet another Freedom Of Information Act request.
We requested the audio from the 911 and non emergency audio of the victims reporting these shots fired, and the police call taker/dispatcher telling the victims that “Shots fired was not an emergency, and they weren’t going to send any officers out to go collect shell casings” as the victims told us that is what the police call taker/dispatch told them.
And as expected Judi Yehling, has yet again DENIED another one of our Freedom Of Information Act request. Seems like a common thing with this woman and our FOIA requests.
Police PROMISED the public transparency, when they encrypted. And yet they have not been so transparent since encrypting. Hence the lack of info provided on scenes, all the FOIA requests DENIED. Etc…
So much for transparency and providing the truth to the public and proving the call takers did “not” tell the victims that a shooting incident is not an emergency and they werent going to send anyone out to investigate.
We filed the FOIA request to prove or disprove what was said when the victims called to report the incident.
The victims (People reporting the shots fired) said they were going to file a complaint with the Mayor and city on the incident and the call taker/dispatchers behavior. And also file their own FOIA request as well.

Sources said several shots were fired near Winnebago and Johnathon around 10:30 pm. Multiple people called the police to report the shots fired. The reporting parties said the call-taker said they were not going to send anyone out, just to collect shell casings. So the reporting parties called several times to get the police to come out to investigate and collect the shell casings in the roadway. And the police call-taker said they weren’t going to send anyone out, because it was not an emergency.
So the reporting parties contacted me, to work the story.
Almost 2 hours after the shots were fired and police never showed up.
That is almost 2 hours of people walking through the scene, touching, driving through the scene, etc… BEFORE I even showed up to the scene to work the story.
I arrived on scene and talked to the reporting parties. And then I filmed the scene and then did a live video. I did the live video approx. 12:15 am.
The police saw the live video, Then they responded within minutes. Shortly after I stopped the live video, the police arrived on scene because they saw the live video.
The officers said they were unaware of the scene. But yet multiple people called several times to the police, both 911 and non-emergency and the police call-taker never sent the officers out to investigate, until I did the live video.
When the officers pulled up I pointed to the shell casings so they knew where the scene was. They got out and talked to the reporting parties and then began their evidence collecting and investigation.
Police later released the following info:
On Saturday, August 24th, 2019 at approximately 10:44 pm Rockford Police Officers were dispatched to the area of N. Winnebago St. and Jonathan Ave. for a call of shots fired. Officers located spent shell casings near the intersection and located an occupied residence at 3200 N. Winnebago St. struck by gunfire. No injuries reported.
No suspect information.

On 07-04-2019 at 11:47 p.m. Officers from the Janesville Police Department responded to a disturbance at 507 S. Academy Street. The disturbance was based on a parking dispute. When officers arrived on scene the suspect causing the disturbance had left. As soon as the officers left they were called back as the suspect returned.
The officers located the suspect on Academy Street north of Wilson Street. The Officers made a determination to arrest a subject they identified as Antonio D. Sims. As soon as the officer told him he was under arrest Sims fled. During the foot pursuit, Sims pulled a handgun from his waist band and fired three rounds in the air. He fled the area but a gun was recovered near the scene as well shell casings.
At this point Sims is not in custody. This is an ongoing investigation and we will provide updates when we have more information. The officers that chased Sims were not injured, nor did they fire their weapons.

Sources are reporting a shooting victim in Rockford.
It happened a little after 10 PM tonight in the 100 block of Cameron Avenue. That is near Concorde Commons.
Reports of several gunshots were heard in the area and at least one person has been struck by the gunfire. There is one confirmed shooting victim, that was transported to a nearby hospital. It is not yet known on the severity of the injuries at this time. No suspect information. This is still developing
From neighbors: “We have been telling the new manager about the recent problems and the new manager has been ignoring the issue. And now look at what happened! Someone has been shot and there is blood trail all over the place! This could have been prevented if the new manager would listen to the residents and our complaints”

Alexandro N Elmore side of the story:
“She lied and said we rammed her vehicle to justify her shooting at us. The only damage to our vehicle was a bullet hole in the windshield.”
In January 2019 Rockford police Officer Carla Redd opened fired on a vehicle that had 3 occupants in it, near 8th st and 5th ave.
The tow truck driver who recovered the vehicle said “How can there have been a collision, when there is clearly no damage to the vehicles”
Officer Carla Redd said she was the victim of a “vehicular assault” and said the vehicle rammed her vehicle, so she opened fired on Alexandro N Elmore and his 2 friends.
The tow truck driver and the victims have all said there was no damage to the vehicle. So how is it possible they rammed her, if there was no damage? The photos in the video, also show no damage to the vehicle.
The victim said the following: “We started our day at the Eagles club on 11th St. we ate some wings and had some drinks and we left. We were not ready to go home yet so we stopped at the Golden bar on seventh Street. We realized our friend was passed out in the back seat and it was snowing out that night so we decided to not go in and to just drive home.
We turned right onto fifth Avenue, we drove down about one block inside a group of people standing in front of the Elida Lodge. we drove around the group of people came up to the next block. I was hot so I took off my jacket and my friend who is in the passenger side said watch out for someone who was either crossing the road or was on the side of the road.
I looked up and saw a black person with little twisties in her hair standing on the side of the road and firing a gun at us.
There was no reason at all for her to be firing the gun at us because we did nothing wrong. All we were doing was driving down the road.
She lied and said we rammed her vehicle to justify her shooting at us. The only damage to our vehicle was a bullet hole in the windshield.”
When the tow truck driver recovered the vehicle there was no damage at all from this incident except for a bullet hole. The tow truck driver and also the victims said this. And the photos also show this.
Alexandro N Elmore: “No damage to the car anywhere, so how could we intentionally ram her vehicle? Please help us out. We did nothing wrong that night, we were just driving home and happen to be in the wrong place at the wrong time”
Police have filed charges on him and his friend, and Alexandro N Elmore has turned himself in. He says his buddies and him are innocent. And Officer Carla Redd lied to cover her butt, for using deadly force while shooting at an unarmed citizen. And there was no accident, and he did not ram her like she claims. He sent us the photos as proof.
Note: He said the photos were taken right after the RPD released the vehicle back to him. You can clearly see the evidence markers on the vehicle. And no damage. (Note: We sat on this for awhile now.) Those photos were not “just taken” He sent them to us a long time ago. We been sitting on this awhile now, and just posted it today. He has turned himself in to jail on the 13th. Because he says he is innocent and didn’t want to be on the run for something he claimed he didn’t do. And wanted to clear his name, that is why he turned himself in. He was fearful of his life, because he said they were driving down the road and was shot at by RPD officer Carla Redd, and fears for his life still since she has already tried to take his life by shooting at him once, and that is why he came to us. He wants his side of the story to be told, because he said he is innocent and fears for his life and wants his side of the story to be told.

It happened just before 11:30 PM tonight in the area of Linden Rd. near Clover Crest Lane. Approximately six gunshots were fired and a vehicle sped away from the scene. It is not yet known on injuries, no suspect information at the time of writing this . This is still developing
