On Saturday, March 16, 2019 at approximately 4:45 AM the Rockford police responded to the 1700 block of Genoa Street in reference to a domestic battery complaint involving a gun.
Upon their arrival officer learned a 31-year-old male and a 32-year-old female got into an argument that led to a physical altercation. The two had a domestic relationship.
Officers located a vehicle in the driveway of the residence that had had been reportedly damaged with a shovel by the female. Officers then learn the male fired off one round from a handgun into the air. No one was injured and nothing was struck by the gunfire.
Officers took the mail identified as James Howell into custody and arrested him for reckless discharge. Police took him down to the Winnebago County jail and lodged him. According to the jail website he is currently on no bond with a felony pending and his next court date is Unavailable.
The charges against him are merely an accusation and he is considered innocent until proven guilty in a court of law.

Suspect vehicle is a dark-colored pickup truck, last seen northbound.
Two of the victims are ages 15 years old and a 25 year old, Unknown on the 3rd victim.
Update at 11:30 p.m. Monday, March 11, 2019: we are currently investigating a triple shooting near the area of Elm Street and Roosevelt Avenue. One individual was located deceased at the scene. Two other individuals, a 15-year-old male and a 25-year-old male, sustained non-life threatening injuries and were transported to Mercy Hospital in Janesville.
It appears that the individuals knew each other and this does not appear to be a random act of violence. We expect to be on scene all night.
Original, 10:30 p.m. Monday, March 11: We are investigating a homicide in the area of Elm Street and Roosevelt Avenue that was reported shortly after 9:30 p.m. We are asking people to avoid the area while we continue to investigate. It’s anticipated that we will be on scene for several hours.

Sources are reporting multiple gunshots were heard in South Beloit last night around 9:30 PM. It happened in the area of South Bluff and Shirland ave.
We been told that there is possibly one shooting victim, but police have yet to release any information on this incident.
This first one was in the area of Newburg and Warren just before 6 pm. Sources said gunshots rang out in this area. No suspect information. Sources also reported property damage. UPDATE from the RPD: Shots were fired but no one was injured and no property was damaged.
The second scene was in the 200 block of S Independence just after 6:30 pm tonight. Several officers were on scene investigating an “In Progress Person” call. UPDATE: RPD said this was a suspicious person call.
The 3rd scene is in the 900 block of Garfield around 6 pm. Sources said suspects forced their way into a residence and battered the occupants. RPD has not released any information, other than they were investigating a home invasion/burglary call.

Note: This is the 3rd incident in the last several weeks that a Rockford Police officer has fired their gun. 2 of those incidents, a person died.
Sources said the victim Randy Pierson was charged on multiple counts of theft and theft and swindle in Stearns County Minnesota. Court records show he failed to show up for court on the charges. There was an active warrant for failure to appear. Unknown if it is related to this shooting incident or not at this time.
On Wednesday, February 6, 2019 shorty before 11:30 a.m., a Rockford Police patrol officer conducted a traffic stop on a white truck with Texas plates pulling a micro flagstaff lite trailer.
During the course of the stop, the driver of the vehicle produced a handgun.
Chief OShea, said the driver “produced a gun”.
He did not say “pointed” the gun. In the press briefing.
The officer fired multiple rounds.

In the photos, there is what appears to be an empty magazine near cone #10 in the photos near the back driver side tire.
The suspect died of an apparent self-inflicted gunshot wound according to police.
The Winnebago Boone County Integrity Task Force has been called to conduct an independent investigation.
The officer involved was transported to the hospital per protocol. All information is preliminary
There is video of the incident according to police, but it will not be released to the public.
Officers conducted a traffic stop on a white truck pulling a trailer just before 11:30 am.
During the traffic stop, police said a man produced a gun. The officer fired off multiple rounds at the suspect. Police said the suspect died of a self inflicted gunshot wound.
Sources said numerous gunshots were fired during the incident. One officer from RPD and one from ISP was also on scene, the RPD officer was the only officer who discharged their weapon during the incident.
Unrelated: Multiple vehicle accident with one rolled over on the bypass near S Main.
Numerous police have their guns drawn at the scene.
They requested an ambulance for an officer.
There is also reports of a dead body at the scene.
Unknown who the victim is at this time.
Reports of a major traffic backup in the area.
Witnesses said the officers got out of their vehicles and put on bulletproof vests and pulled out their rifles.
Police have shut down the ramps in the area. Still developing.
Note:There is a rollover vehicle in the area, unknown if it is related to this story.
Sources are reporting several emergency personnel working a scene.
It is on the bypass just west of Montague.
Numerous officers have their guns drawn on someone.
It is not yet clear what is going on, but it definitely is a dangerous situation.
