Rockford Scanner™: Man Wanted For Viciously Beating The Victim

Beloit PD: We are seeking the whereabouts of Jebb B. Sparks Sr., 25, of Beloit, who is a suspect in a substantial battery incident that was reported today in the 1400 block of Madison Road.

Jebb is white, 6 feet tall, 140 pounds, with long, light brown hair, and blue eyes. He was last seen with his mother, Gina L. Sparks, who is white, 5’6”, 125 pounds, with green eyes and red hair. Jebb also is believed to have his 7-month-old child with him.

Jebb was last seen driving a black, four-door Mazda 6 with Wisconsin plate number AEL1029; the car only has back plates. The vehicle has damage on the driver’s door and a window is broken out and may be covered in plastic. The triangle windows on both sides of the rear of the vehicle are also broken.

Rockford Scanner™: Man Arrested For OWI, Allegedly Under The influence Of Drugs


On 6-16-19 at 11:35 PM Janesville Police were sent to the Kwik Trip at 3359 Milton Av for a down subject.

Upon arrival officers had contact with a male subject in a vehicle in the parking lot. The suspect appeared to be impaired by drugs upon initial observation.

The suspect was put through standard field sobriety tests which confirmed impairment. The driver was arrested for OWI and submitted to an evidentiary blood test with results pending.

A department of transportation records check showed 3 prior convictions for OWI. Officers located drug evidence in plain view inside the vehicle. The suspect is being held at the Rock County Jail until his initial court appearance.

Arrested: Thompson, Aaron T. age 32 of Janesville
Charges: OWI 4th offense
Possession of drug paraphernalia
Probation Hold



Rockford Scanner™: Homicide by Intoxicated Use of Vehicle

On 5/4/19 at 2118 hours Rock County Sheriff’s Office Deputies responded to a two vehicle head on collision on Hwy 14 North of E Cty Tk MM. On Hwy 14 a southbound Ford Mustang was attempting to pass an uninvolved vehicle. While the Mustang was traveling southbound in the northbound lane, it collided head on with a Buick Encore.

As a result of the collision a 33 year old male of Janesville was pronounced dead on scene. The male was an occupant of the Mustang. The driver of the Encore suffered minor injuries and was transported to the hospital but eventually released.

The driver of the Mustang, Thomas Bluhm of Janesville, showed signs of impairment and was arrested for:

-Homicide by Intoxicated Use of a Vehicle
-OWI 2nd Causing Injury
-OWI 2nd

As a result of the crash Hwy 14 was shut down for approximately five hours while the Rock County Recon Team could complete their investigation.

Bluhm was booked into the Rock County Jail for court on 5/6/19.

Rockford Scanner™: Two Arrested For Allegedly Manufacturing Meth

On Monday, 04/29/19 at 1103 hours, the Rock County SWAT Team with assistance from the DCI Clandestine Lab Team executed a search warrant at 1101 S. County Highway D in Rock Township. These units were assisted by Janesville Fire/EMS, MD-1 and the FBI Safe Streets Task Force. The search warrant was executed as part of an ongoing investigation being conducted by the Rock County Special Investigations Unit into the manufacturing of methamphetamine’s. Presently, this remains an active investigation and further information will be released as it becomes available.

During the search of the residence on County Road D, numerous items associated with the “one pot” method of manufacturing methamphetamine’s were located along with less than a gram of methamphetamine’s. During the evening hours of Monday, 04/29/19, two individuals were taken into custody as part of this investigation. The two subjects were taken into custody without incident by members of the Special Investigations Unit at an unassociated address in the City of Janesville.

The individuals arrested and the charges they are tentatively being held on are listed below:

James E. Bjork (47 year old from Janesville)
–Manufacture Methamphetamine (Felony)
–Possession of Methamphetamine Paraphernalia (Felony)
–Knowingly Possess Methamphetamine Manufacturing Waste (Felony)
–Maintaining Drug Trafficking Premises (Felony)
–Neglecting a Child (Misdemeanor, 3 counts)

Stacey R. Femrite-Utterberg (45 years old from Janesville)
–Manufacture Methamphetamine (PTAC, Felony)
–Possession of Methamphetamine Paraphernalia (Felony)
–Knowingly Possess Methamphetamine Manufacturing Waste (Felony)
–Maintaining Drug Trafficking Premises (Felony)
–Neglecting a Child (Misdemeanor, 3 counts)

Both individuals were transported to the Rock County Jail and will remain there until their initial court appearance on 05/01/19 at 3:00 pm.

This still remains an active investigation and other information will be released as it becomes available.

Rockford Scanner™: Man Shot During An Armed Robbery, Police Investigating

On 4-17-19 at 1:03AM Janesville Police were sent to the 400 block of N. Terrace for a subject with a gunshot wound.

Upon investigation officers found a 48 yr old male resident at 441 N. Terrace St. with a gunshot wound to his hand.

The victim stated a person tried to rob him at gunpoint. The victim and suspect struggled over the gun resulting in the gun being discharged into the victim’s hand. The victim claims the suspect fled the area on foot.

Officers set up a perimeter and conducted a K9 track with no find on the suspect. The victim appears to have been targeted and there is no danger to the public.

The victim was transported to Mercy Hospital where he was treated and released. The investigation into the shooting is ongoing.

Rockford Scanner™: Victim Shot 3 Times In A Bar, Still Developing

Update from BPD:

We are announcing the arrest of Daniel T. Blackshear, 26, of Indianapolis, on a charge of attempted first-degree intentional homicide in connection to the April 14 shooting at Rooney’s Pub, 65 Portland Ave.

We appreciate the assistance of the U.S. Marshals who took Blackshear into custody yesterday in Indiana.

Our investigation identified Blackshear as the individual who shot a  Beloit man just after 1 a.m. April 14.

A 36-year-old Beloit man is in stable condition at a local hospital after he was shot several times inside of Rooney’s Pub, 65 Portland Ave., at 1:02 a.m. today.

We are actively investigating the circumstances that led up to the shooting. Detectives are working to identify the shooter, who fled the area in a dark-colored SUV.

We believe the shooter was acquainted with the victim and is not an ongoing risk to the community. The identity of the victim is not being released at this time.

Shooting victim at a Beloit Bar

Around 1 am several emergency personnel were dispatched to Rooney’s Pub & Grub at 65 Portland Ave, Beloit, Wi, for a shooting victim.

The victim was reportedly shot inside the bar. The victim was shot 3 times. Unknown on the victims condition.

Suspect is a black male, 25-30, 5’7″-5’8″, thin build,  dark blue zipped up hoodie, skinny jeans.

No other information at this time.

Rockford Scanner™: Man Arrested On Multiple Charges: Drugs, Child Neglect, Etc…

On Wednesday, March 27, 2019 Street Crimes Unit Officers saw Larry Smith leave a residence on N Wright Rd., in a vehicle. The Street Crimes Unit had three charges for delivery of cocaine on him. He was stopped and taken into custody by patrol.

Larry Smith was out on a cash bond from a case in 2018 which involved three deliveries of cocaine.

Rockford Scanner™: Shots Fired & High Speed Police Chase

We are investigating a report of shots fired that occurred during a disturbance in the 1800 block of Wisconsin Avenue at 1:54 a.m. Monday. An individual in a vehicle fired several rounds, striking a vehicle and a house, following the disturbance that involved acquaintances.

Officers nearby observed the suspect vehicle and pursued it as it fled the area going southbound on Interstate 90. The South Beloit Police Department placed stop sticks on the interstate and the vehicle was stopped shortly after crossing the state line.

The vehicle went into the ditch and two males fled from the vehicle on foot. The driver, Emily A. Morris, 26, of Darien, stayed in the vehicle and was taken into custody for felony fleeing. One of the males who fled from the vehicle, Jared D. Johnson, 27, of Janesville, was arrested for recklessly endangering safety and felony bail jumping.

We are still investigating the involvement of the second male who fled from the vehicle. If anyone has information about the disturbance on Wisconsin Avenue or about the three individuals who were in the vehicle pursued by our department, please contact us at 608-757-2244


Overnight several area police departments were involved in a high speed chase.  It stemmed from a shooting incident in Beloit bear Wisconsin and Bayliss. Several shots were fired.

Police located the suspect vehicle a short time later. The suspect vehicle fled from police. Speeds were well over 100 MPH at times during the chase.

During the chase, the suspect went off road.

They fled into Illinois. South Beloit Police threw out stop sticks to stop the suspect vehicle. The suspect vehicle hit the stop sticks.  The suspect vehicle pulled over and they fled on foot.

One was held at gunpoint.  They got another suspect a short time later.  One is still at large.  The suspects were last seen westbound jumping a fence from I-90 going into the  area near of the S Beloit ramp.

Numerous police officers from several departments are assisting with the search of the suspects.

Rockford Scanner™: Teacher Arrested For Sexual Assault, After Allegedly Touching A Student

The City of Beloit Police Department is investigating a report of sexual assault involving inappropriate touching by a teacher at Beloit Memorial High School.

The teacher, Scott Abbott, 53, of Rockford, was arrested this afternoon for sexual assault of a child by a school staff person. The Rock County District Attorney’s Office will be reviewing this arrest.

The investigation is ongoing and we will not be releasing any other details today. The School District of Beloit and Beloit Memorial High School is fully cooperating with the investigation.

We will not be providing any on-camera interviews in regard to this allegation.

On 12/6/18 at approximately 8:30 PM the Janesville Police Department was investigation thefts from motor vehicles near N. Parker Dr.

Security cameras identified a suspect entering a newer white 4 door vehicle in the parking lot adjacent to the Rock River Brewing Company on N. Parker Dr. Suspects were identified in this incident.

The police department is looking for help identify the owner of the vehicle in the attached photo.

The victims vehicle is the white 4 door car on the top half of the photo.
