Rockford Scanner™: Drug Bust In Poplar Grove, One Arrested

The Belvidere/Boone County Metro Narcotics Unit concludes a six month drug investigation with the arrest of a Poplar Grove resident on felony drug charges.

Cesar E. Fournier, age 23 of Poplar Grove, was charged with three counts of Unlawful Delivery of a Controlled Substance (Class 1 Felony).

On Thursday, September 27th, the Belvidere/Boone County Metro Narcotics Unit was assisted by the McHenry County Sheriff’s Office with a traffic stop during which Cesar E. Fournier was arrested on a Boone County warrant for three counts of Unlawful Delivery of a Controlled Substance (Class 1 Felony).

After the arrest of Fournier, Metro Narcotics Investigators, members of the Rockford DEA Task Force, and Boone County deputies executed a search warrant on a residence in the 100 block of Cornwall Circle in Poplar Grove.

During the investigation cocaine, a firearm, a vehicle, and United States currency was seized. Fournier is being held in the Boone County Jail in lieu of $150,000 10% bond.

The investigation is ongoing and additional charges are possible. A class 1 felony is punishable by 4-15 years in the Department of Corrections.

UPDATE:  Man ran from police. He hid in the rafters in the garage of the business. Unknown why the man ran from police. Police and the police K-9 were able to take the man into custody.


Sources are reporting a police chase in Loves Park around 2:30 pm today.

Details are minimal due to the encryption.

Several officers are chasing a suspect in the area of E Riverside, just East of N Second st.

Suspect was last seen northbound.

Loves Park Police and Winnebago County Sheriff are on scene chasing the suspect.  They have their guns drawn and a police k-9 assisting

Rockford Scanner™: Small Aircraft Crashes Into A Nearby Bridge, Pilot In Critical Condition



 

 

 

On 08/18/2018 at 9:31 am Janesville Police and Fire responded to an ultralight aircraft (single man aircraft with a motor, single propeller and parachute) crash at the Memorial Bridge.

The pilot was traveling from north to south and collided with the Memorial Bridge. The forty-eight year old pilot sustained non-life threatening, but critical injuries.

He was the only person injured and was transported to a local medical center by Janesville Fire for treatment.

The investigation of the accident is still on-going and will be done jointly between the Janesville Police Department and the Milwaukee Flights Standards Division of the Federal Aviation Administration.

 

 








Rockford Scanner™: Fatal Accident Involving A Local Police Officer



 Just before 11 pm tonight, several emergency personnel were on scene of a fatal accident that involved a local police officer. 

A motorcyclist and a local police officer were involved in an accident near W State and Pierpont. 

Officers are reporting the motorcyclist ran into the back of an officers vehicle. 

The motorcyclist passed away on the scene.
Winnebago County Coroner was dispatched to the scene. 

Officer is reported to be not injured. 

This is still developing. The cause of the accident is under investigation. Please avoid the area for the next several hours.

As of 9:15 pm, COMED is reporting a large power outage in the area. 

Winnebago County has almost 700 customers without power. 

Stephenson County has almost 500 customers without power. 

The cause of the power outages are under investigation. Majority of them are believed to be storm related. 

Estimated restore time frames, vary on each scene. 

Some reports of numerous trees down in the Freeport area. 

Also a tree down across RT 75 by Wheeler rd near Durand. 

 

 

 








Rockford Scanner™: Motorcyclist Killed In An Auto Accident



 

 

 

Update: Prairie Avenue is now open.

Officers from the Beloit Police Department are currently on the scene of a fatal traffic crash that occurred today at 9:22 a.m. at the intersection of Prairie Avenue and Robin Road in Beloit.

A motorcycle and minivan crashed, which resulted in the death of the operator of the motorcycle. The circumstances of this crash are being investigated by the Beloit Police Department with the assistance of the Rock County Sheriff’s Department Accident Reconstruction Unit.

The identity of the deceased is not known at this time. We ask that citizens avoid this area for the next several hours.

Rockford Scanner™: RS Fans Rescue Baby Ducks From The Drain in Machesney Park



 

 

 

RS fan Crystal sent us the following video and information. 

Her husband and her rescued some baby ducks from the drainage ditch near the Target on 173 yesterday. After rescuing the baby ducks, the Winnebago County Sheriff office arrived on scene and transported the baby ducks to their mother. 


She sent us the following: “My husband and I crawled down in the sewer at the Target on 173 in Machesney Park and rescued baby ducks! We saw a duck frantically running around and we got out and heard the little chirps down in the sewer! My girls were so proud of us! Some of the shoppers thought we were committing a crime and next thing we knew the Winnebago Sheriffs were watching us as we climbed out of the sewer. We explained and showed them the ducks we put in a box that we rescued. The Sheriffs helped us locate the Mama duck and reunite the little adorable duck family!”

* IMPACTS…The high temperatures combined with ample sunshine
and oppressive humidity will lead to potentially hazardous
conditions, particularly for the elderly and those with pre-
existing health conditions.

PRECAUTIONARY/PREPAREDNESS ACTIONS…

Take extra precautions…if you work or spend time outside. When
possible…reschedule strenuous activities. Know the signs and
symptoms of heat exhaustion and heat stroke. Wear light weight
and loose fitting clothing when possible and drink plenty of water.

An Excessive Heat Warning means that a prolonged period of
dangerously hot temperatures will occur. The combination of hot
temperatures and high humidity will combine to create a dangerous
situation in which heat illnesses are likely. Drink plenty of
fluids…stay in an air-conditioned room…stay out of the sun…
and check up on relatives and neighbors.

Young children and pets should never be left unattended in
vehicles under any circumstances. This is especially true during
warm or hot weather when car interiors can reach lethal
temperatures in a matter of minutes.

 

 

 








Rockford Scanner™: Emergency Personnel battle A Fire In Machesney Park Overnight




 

 

 

Around 4:30 am this morning emergency personnel were battling a fire in Machesney Park. 

Emergency personnel were dispatched for a fire in the 400 block of Greenview in Machesney Park. 

A vehicle was fully engulfed and was close to a residence. 

North Park Fire Department arrived on scene shortly after being dispatched and was able to quickly get the situation under control. 

It is not yet known if the fire spread to the residence or not. 

The cause of the fire is under investigation.

Rain showers associated with the remnants of Subtropical Storm Alberto will spread over the area late tonight and persist through Wednesday.

While there may be breaks, rain showers should be fairly widespread in coverage and thus rain is expected more often than not on Wednesday.

It is possible this rainfall causes some flooding issues, mainly in yellow shaded areas

At 359 PM CDT, Doppler radar was tracking a strong thunderstorm near
Byron, or 10 miles west of Rockford Airport, moving northwest at 20
mph.

Nickel size hail and winds in excess of 40 mph will be possible with
this storm.

Byron, Pecatonica and Leaf River.

 



Rockford Scanner™: Woman’s Ex-BF Shoots At Her In Rockford, Alleged Suspect Arrested




On May 27, 2018 at 10:50 a.m. a female victim came to the District One Police Headquarters. She reported her ex-boyfriend, Zachery Laster, had shot at her while she was in the 1100 block of Blake St, Rockford, IL. She said the shooting just happened and she drove to the police station to report it. She was not injured and nothing appeared to have been struck by bullets. Rockford Police Patrol officers and detectives investigated the incident.

The investigation was reviewed by the Winnebago County State’s Attorney’s Office and the following charges were authorized:

ZACHERY LASTER B/M 28 years of age ROCKFORD RESIDENT

UNLAWFUL USE OF A WEAPON
NO F.O.I.D
RECKLESS DISCHARGE OF A FIREARM

The Rockford Police Department is asking for the public’s help in locating the suspect. Anyone with information is asked to contact the Investigations Bureau (779-500-6551) or Crime Stoppers (815-963-7867).

The charges against the suspect are merely accusations and not evidence of his guilt. As with defendants in all criminal cases he is considered innocent unless proven guilty in court.

Rockford Scanner™: Man Arrested For Drugs, After A Traffic Stop In Rockford

Over the last several weeks, Rockford Police SCOPE officers have been receiving complaints from concerned citizens regarding the sale of narcotics occurring in the 2000 block of South Fourth Street. As a result of these complaints, Rockford SCOPE officers conducted an investigation.

On May 25th, 2018, shortly after 7 pm, Rockford SCOPE officers were on patrol in the 2000 block of South Fourth Street when they stopped a vehicle for a traffic violation. They identified the driver as 58-year-old Rockford resident, Rickey Pulliam. Investigation revealed that Pulliam was in possession of a quantity of crack cocaine and cash. He was taken into custody.

The Winnebago County State’s Attorney’s Office was contacted. They authorized charges of Possession with Intent to Deliver Cocaine 10-30 grams and Failure to Signal. Pulliam was transported to the Winnebago County Jail and lodged. A photo is attached. This is an on-going investigation. No further information is available at this time.

The charges against Pulliam are merely accusations. He is considered innocent unless proven guilty in a court of law.

 



Rockford Scanner™: 3rd Alarm Commercial Structure Fire, Several Area Fire Departments On Scene

We want to say thank you to our mutual aid partners who filled our stations and helped fight the fire at Beloit Box Board. Our media release has more information below:

A three-alarm fire was extinguished around 1 a.m. Tuesday after crews from southern Wisconsin and northern Illinois battled a fire that was reported around 10 p.m. Monday at Beloit Box Board, 801 Second St.

One employee was in the building at the time; that employee safely evacuated without injury. There were no injuries reported to any civilian or firefighter.

Flames were visible from the roof of the building upon City of Beloit Fire Department arrival. Due to the space constraints in the building, equipment in the building, and the level of the fire, a three-alarm response was needed to safely extinguish the fire.

Thirty-three units from other area departments responded to the three-alarm fire in addition to crews from the City of Beloit Fire Department. Five additional units responded to back-fill City of Beloit fire stations. The City of Beloit Fire Department wants to thank the following departments for responding: Town of Beloit, South Beloit, Janesville, Town of Turtle, North Park, Harlem Roscoe, Rockton, Edgerton, Milton, Cherry Valley, Loves Park, Boone County District 2, Boone County District 3, Delavan, Elkhorn, Clinton, Sharon, Monroe, Rockford, Capron, Pecatonica, Belvidere, and Win Bur Sew.

The cause of the fire remains under investigation. A damage estimate is unavailable at this time.


Around 10 pm tonight several area fire departments were responding to a commercial structure fire. 

A MABAS to the 3rd alarm was toned out for a fire in the 800 block of 2nd st in Beloit. 

That is at Beloit Box Board at 801 2nd st

There was a confirmed fire in the roof area of the business. 

The cause of the fire is under investigation. 

 


 

 

 



Rockford Scanner™: Rollover Accident, Possibly Three Vehicles Involved




Around 9:30 pm tonight several emergency personnel were responding to a rollover accident. 

It happened on I-39 near mile marker 116

A truck has rolled over near this location. 

Unknown on injuries

Unknown on extrication. 

Possibly three vehicles involved 

At least one has rolled over. Reports are saying all three have rolled over, but we can not confirm this. 

Avoid the area. 

 



Rockford Scanner™: Water Rescue: Two Jet Skiers Need To Be Rescued From The River, Trapped In A Railroad Trestle




Around 3:30 pm today several emergency personnel were dispatched for another water rescue. 

This one happened in the area of Brooke ct and Ashelford. 

Reports of two jet skiers were trapped in a railroad trestle in the river, and needed assistance. 

One of them is reported to be upside down in the water without a life jacket. 

Several emergency personnel are en route.

A little after 1 pm today several sources were reporting a bad accident in Boone County. 

There was an auto accident in the area of Hunter rd and 76 in Boone County.  Injuries were being reported. The severity of the injuries were believed to be non life threatening.  There were two vehicles involved in the accident.

The cause of the accident is under investigation.
