On January 31, 2019, Boone County Sheriff’s Detectives arrested a Belvidere man on multiple child sex offenses.

Juan Garcia, 43 years old of Belvidere, was charged with one count of Aggravated Criminal Sexual Abuse (Class 2 Felony). Garcia remains in Boone County Jail on a $500,000.00 (10%) bond.

The arrest of Garcia came after it was reported he had sexually abused a child under the age of 17. The investigation continues and additional charges are forthcoming. A class 2 felony is punishable by three (3) to seven (7) years in the Illinois Department of Corrections.

Rockford Scanner™: Rockford Man Arrested For Allegedly Having Sexual Contact With A Minor

On October 12, 2018, the Boone County Sheriff’s Department reported to Winnebago County Sheriff’s Detectives that they had made an arrest on October 11, 2018 regarding a 39 year old male having sexual contact with a juvenile female.

It was learned through their investigation that incidents had also occurred while in Winnebago County at a residence in the 1200 block of Blue Ridge Ave. in unincorporated Rockford between June 1, 2018 and September 1, 2018.

Winnebago County Sheriff’s Detectives and the Winnebago County State’s Attorney’s Office investigated the matter further and additional charges were authorized.

An arrest warrant was obtained by Winnebago County Sheriff’s Detectives on January 4, 2019 at which time Detectives located, arrested and lodged the following person on the listed charges:

~Douglas A. Valentine 12/11/78 of Rockford

-Criminal Sexual Assault/Supervisory (victim 13-18 years of age)
-Aggravated Criminal Sexual Abuse (> 5 years older than victim) 2 counts

The charges against Valentine are merely accusations and he is considered innocent until proven guilty in a court of law.

Rockford Scanner™: Man Charged With Several Counts Of Sexual Assault To A Child In Rockford




On Monday, May 21st, 2018 a Rockford Police Department School Resource Officer (SRO) was notified about a possible sexual assault which had occurred at a residence in the 1200 block of Chestnut Street. The information that was received indicated that a juvenile victim, under the age of 13, had been sexually assaulted by an adult male acquaintance of the family.

Detectives from the Sensitive Crimes Unit conducted a follow-up investigation and were able to identify a suspect, 24-year-old Jesus Pena Jr. of Elgin, IL. The investigation was later reviewed by the Winnebago County State’s Attorney’s Office. As a result, charges were authorized and a warrant was obtained for the suspect.

On Thursday, May 31st, 2018 Jesus Pena Jr. was arrested by detectives and later lodged in the Winnebago County Jail on his warrant for the listed charges. A photo of Jesus Pena Jr. is attached:

CHARGES: Predatory Criminal Sexual Assault (2 counts) (victim under 13)
Aggravated Criminal Sexual Abuse (4 counts) (victim under 13)
BOND: $150,000 / 10%

The charges against Jesus Pena Jr. are merely accusations and not evidence of his guilt. As with defendants in all criminal cases he is considered innocent unless proven guilty in court.
