What are your thoughts and opinions on this?  How can we get the local police to be transparent and approve FOIA requests?

I want the public’s help and opinions on this topic. 

As you know when the local police went encrypted, they also promised transparency.   Well, they have lied to the public and are not transparent like they promised the public. We have filed off numerous Freedom of Information Act requests over the years to the local police departments. And have ran into several issues with them being transparent.

When we file a FOIA on audio, such as 911 tapes.  They say the investigation is ongoing and DENY it.
If you file the same FOIA after 90 days of the incident, they say they do not keep the audio stored past 90 days, and they no longer have it.  But yet if you file it WITHIN that 90 days, they DENY the FOIA saying that it is an open case. 

So regardless of however we file a FOIA, they DENY it!

Just 1 example of many saying audio is not kept past 90 days.

So in reality, there is no way to get that FOIA approved.  Because they choose not to be transparent.

So my question to the public is:   What are your thoughts and opinions on this? 
How can we get the local police to be transparent and approve FOIA requests?  

Roscoe PD has not once even responded to our many FOIA requests. Not even an acknowledgement of the FOIA.  Roscoe PD is by far the worst in transparency with the public.  We have filed off many FOIA requests to the Roscoe PD in the past, and not once have we ever gotten a response.

We requested information about a possible murder/stabbing on School street recently and yet again, the FOIA was denied.

So here is a possible murder that involved 3 possible murder victims, and not a peep from the local news, local police, and denial of the FOIA.

So this poses a question in our heads:  Just how many murders that may have possibly happened and the local government are not telling the public???

We have filed FOIA on anything you can think of from major crimes to just little stuff. And guess what, DENIED.    Why deny a FOIA on a simple traffic stop?  Why deny a FOIA on simple battery?Why deny a FOIA on an officer shooting an alleged unarmed man? Why deny a FOIA on COLD CASES?  Why deny a FOIA on something years ago when the suspect was convicted and serving time in prison?  The cases are closed and the suspect is serving time. What is the reason to all these denials???

Our opinion they are trying to cover-up the crimes in the area from the public.

And if you think I am lying: I will post a video down below of an officer that says just that on camera at a scene.
The officer clearly states on video that the public does NOT need to know about a major incident.
That incident involved a fatal scene involving a police officer.

So again, please explain when you have officers saying the public does NOT need to know what is going on.
And all these Freedom Of Information Act requests being denied.
How is this being transparent???

The one that gets me: We have been trying for years to shed light on COLD CASES in the area!   
And they flat out told us any cold cases we file a FOIA on, will be DENIED. And they have held true to their word. Every cold case we filed a FOIA on, has been DENIED.

So how can these families and loved ones get any closure when no police officers are working their cold cases, and we aren’t able to shed light on any cold cases???   They are going to forever remain cold cases……  🙁

So where is this transparency they promised the public, when they encrypted???  Because we sure have yet to see it…

Now with everything all said and done, Yes they have approved some. But most of them are denied.

Agencies outside of Winnebago County have always approved our FOIA requests. It just seems to be a Winnebago County thing.

Because agencies outside of Winnebago County open us with open arms and are very transparent. Agencies within Winnebago County, are not so transparent most of the time.
