CITY HALL CLOSED: To protect both the health of the public and City staff, City Hall and Community Action Agency, located at 612 N Church Street, are temporarily closed to the public except for scheduled appointments.


Limiting Public Access

To protect both the health of the public and City staff, City Hall and Community Action Agency, located at 612 N Church Street, are temporarily closed to the public except for scheduled appointments.  There are still a number of ways to conduct business with the City.

Payment and Customer Service Center offers a variety of payment options during the temporary closure:

  1. Auto draft is available and the most reliable payment method for our customers.  Payments can be deducted from a bank account on the due date once established.  Customers are able to put restrictions on payments to avoid unexpected increases.  Auto draft can be established online at https://schedulepayment.com/cor.
  2. Mail your payment to the address listed on your water bill.  Please include the stub along with the payment. If unable to send the stub, please include your 9 digit account number on the check.
  3. Make a one-time online payment at https://schedulepayment.com/cor.  Have your customer number and account number ready.  $2 one-time payment fees are currently waived.
  4. Make a one-time phone payment by calling 1-844-738-1055. Have your bill number and account number available.  $3 one-time payment fees are currently waived.
  5. Drop your payment in the drop box in front of City Hall.  The box is emptied several times per day and payments are processed by staff within one business day. Money orders and checks are accepted. Please do not use cash.

Community and Economic Development Department, located at City Hall, is not accepting walk-ins, but is still accepting applications for all programs including the Roof Repair Program.  Individuals may contact the Department at (779) 348-7162 for screening and to schedule a telephone appointment for services.

Building Permits and Inspection request will continue online at https://rockfordil.gov/permits/ or over the phone at 779-348-7158.  Other development questions and service will continue to go through the Construction and Development Services Division.

Community Action Agency, located at 612 N. Church St, is not accepting walk-ins at this time, but is still accepting applications for all programs, except weatherization and emergency furnace. This means that households seeking assistance with utility bills, homeless persons, those in a housing crisis, and other emergency service needs can call (844) 710-6919 for screening and to schedule a telephone appointment for services. Applicants may still utilize the drop box to drop off documents the office for processing.  Additionally, families facing utility crisis should know that the Illinois Commerce Commission asked all regulated utilities, to immediately extend the moratorium on utility disconnections and suspend late payment fees or penalties for non-payment until May 1, 2020, and they have agreed. Our office still recommends those in need call to virtually apply for assistance.
