Dixon Woman Charged, After A Minor Passes Away




Kelli M. Riggen, age 49, of Dixon, was processed at the Dixon Police Department on October 28, 2020 on a True Bill of Indictment that was issued by the Lee County Grand Jury on October 16, 2020.

The charges on the Indictment are as follows:
Endangering the Life or Health of a Child (2 Counts)- Class 3 Felonies, Endangering the Life or Health of a Child (2 Counts)- Class A Misdemeanors, Reckless Conduct- Class 4 Felony, Reckless Conduct- Class A Misdemeanor.

The Dixon Police Department responded to 514 W. 6th St. in Dixon on May 22, 2020 after receiving a 911 call from Kelli Riggen, who reported that there was a subject at her residence who was not breathing.

Officers and Dixon City Fire personnel responded and found an unresponsive male minor, who was transported to KSB Hospital and then transferred to Mercy in Rockford.

He passed away while at Mercy and an investigation was conducted surrounding the circumstances of his death.

The investigation showed that he had been left outside, unattended, while intoxicated to the point of unconsciousness.

The results of that investigation were turned over to the Lee County State’s Attorney. Lee County State’s Attorney Boonstra took the evidence in the case before the Grand Jury on October 16th, and they returned a True Bill.
The charges are merely an allegation and all parties are presumed innocent until proven guilty.
