Below is my personal opinion on what may have allegedly happened,
Based on the current information that has been provided to me.
City Council Passes 2025-2029 Capital Improvement Program
City Council passed the FY 2025-2029 Capital Improvement Program (CIP).
This CIP provides for significant investment in improving the City’s infrastructure and is the largest proposed in City history,
utilizing $343 million of secured local and leveraged outside agency funds to improve the infrastructure in Rockford.
At least $75 million of work is anticipated to be awarded for construction just this winter, lining up this upcoming 2025 construction season to be one of the most immediately impactful seasons to date. Implementing these projects will retain and bring many jobs to the area to help make this community build back infrastructure that transforms and grows a City, as well as assures safer travelled ways and reliable drinking water.
Highlights in the five-year plan include:
- The Neighborhood Program contains the largest allocation in history for individual wards. Budget Surplus funds from both FY 22 & 23 boosts these funds from $4.5 million in 2024 to $7 million in 2029 and beyond.
- The Capital Roadway Improvement Program will reconstruct Whitman Street, 11th Street, Madison Street, and Auburn Street, as well as resurface major arterial roadways, including Riverside Boulevard, Alpine Road, Mulford Road, and Spring Creek Road, all in 2025.
- The Highway Structure and Bridge Repair and Replacement Program includes the replacement of multiple structures over the next five years, as well as major repairs to many others based on the recommendations of the biennial bridge inspection report.
- The Stormwater and Drainage Program will respond to the major storm event in 2024 with implementing one of the most publicly beneficial flood mitigation in the City with the Churchill Park Keith Creek Flood Mitigation project.
- The Maintenance Program will continue to implement the low-cost pavement preservation and rejuvenation treatment methods to extend the pavement life cycle on neighborhood roads.
- The Sidewalks and Active Transportation Program will once again get a boost from the Workforce Development Program which provides quality sidewalk improvements while introducing young adults to the trade, as well as engineering for the federal funds received for the Highcrest Multi-Use Path and the Rockford Riverfront Path.
- The Traffic Program proposes to begin engineering for the pedestrian accommodations leading to and crossing the intersection of East State Street and Mulford Road.
- The Community Enhancement and Economic Development Program plans for construction of the $22 million complete streets revitalization project along Chestnut Street, Walnut Street, and 1st Avenue for a separated bicycle facility and streetscape in 2025, as well as multiple other projects strategically selected to help enhance the community and support economic development.
- The Water Production Capital Improvement Program includes the construction of treatment plants, treatment addition to existing facilities, reservoir and tower maintenance, building maintenance, and filter vessel maintenance.
- The Water Distribution Capital Improvement Program will continue to focus on prioritizing water main replacements based on risk assessment model(s) that identify areas with the greatest replacement need, as well as the continuation of the lead service line replacement program.
