Charges for 2021 Murder on Jonathan Avenue
ROCKFORD, IL – On Tuesday, October 5, 2021, at approximately 5:27 p.m., Rockford
Police officers responded to a call for a gunshot victim at a residence in the 2400 block
of Jonathan Avenue. Upon arrival, the officers found the 28-year-old victim, Louie Lee,
inside the residence. Lee sustained multiple gunshot wounds and was taken to a local
hospital, where he was pronounced deceased.
The incident was captured on security cameras at the residence and this video was later
leaked to the media and can still be found on Rockford news sites.
Rockford Police Violent Crime Unit Detectives continued to investigate the murder and
identified two suspects, Kenneth Ternoir and Brandon Taylor. After a review of the facts
of the case, The Winnebago County State’s Attorney’s Office authorized the charges
listed below.
Kenneth Ternoir, 34, Rockford
First-Degree Murder
Brandon Taylor, 31, Rockford
First-Degree Murder
Ternoir is currently in custody at the Illinois Department of Corrections on an unrelated
case. Taylor is currently in custody at the Winnebago County Jail after being found guilty
of the murder of Tammy Gonzalez in 2020.
The charges are merely accusations and all individuals are considered innocent unless
proven guilty in a court of law.
