On Monday, August 12, 2024, at
approximately 10:25 p.m., Rockford Police SCOPE officers conducted a traffic stop near
11th Street and 13th Avenue. While pulling over, the vehicle struck a parked car which
caused minor damage to both vehicles. During the investigation, SCOPE officers located
a loaded handgun from inside the vehicle and two occupants, Marcell Norris and
Deandra Richardson, were taken into custody and lodged in the County Jail.
After a review of the facts of the case, The Winnebago County State’s Attorney’s Office
authorized the charges listed below.
Marcell Norris, 36, Rockford
Unlawful Use of a Weapon by a Felon
Aggravated Unlawful Use of a Weapon
No Valid FOID
Deandra Richardson, 29, Rockford
Aggravated Unlawful Use of a Weapon
The charges are merely accusations and all individuals are considered innocent unless
proven guilty in a court of law.
