Because it was funded by the Illinois Department of Transportation.
Think of what happens, when there is no IDOT funding.
Back to hiding in parking lots.
Seems like the only time Rockford does traffic stops,
Is when IDOT funds it.

The Rockford Police Department Releases Speed Enforcement Numbers
The Rockford Police Department conducted a traffic safety campaign
throughout the month of July reminding motorists to slow down to save lives. The speed
enforcement effort was conducted by the Rockford Police Department and other
state/local law enforcement agencies across Illinois to reduce highway fatalities.
During the campaign, RPD issued:
• 82 speeding citations
• 5 seat belt citations
• 6 child car seat citations
• 14 suspended/revoked licenses
• 1 distracted driving citation
• 83 other citations
The speed enforcement effort was made possible by federal traffic safety funds
administered by the Illinois Department of Transportation.
