Multiple Charges After Traffic Stop
RPD – On Tuesday, June 25, 2024, at approximately 11:15 p.m., Rockford Police SCOPE
officers attempted a traffic stop on a vehicle near Rural and Prospect when the vehicle drove off.
SCOPE officers were able to locate the vehicle again near 20th Street and Wesleyan Avenue and
attempted to disable the vehicle.
When the vehicle eventually stopped in the 1700 block of
Samuelson Road, the driver, later identified as Leroy Sams, ran from the vehicle and entered the
backseat of another vehicle traveling in the opposite direction.
That vehicle, driven by Martez Flint struck the front of a SCOPE squad as it attempted to drive away.
With assistance from Winnebago County Sheriff’s Deputies,
SCOPE officers were able to take both individuals into custody.
During the investigation, officers located and recovered a loaded handgun and over 66
grams of cocaine. Sams and Flint were subsequently lodged in the County Jail.
After a review of the facts of the case,
The Winnebago County State’s Attorney’s Office authorized
the charges listed below.

Armed Habitual Criminal
Armed Violence
Unlawful Use of a Weapon by a Felon
Violation of Controlled Substance Act
Aggravated Fleeing to Elude
Revoked Driver’s License
Martez Flint, 30, Loves Park
Criminal Damage to State-Supported Property
Aggravated Battery with a Deadly Weapon (vehicle)
The charges are merely accusations, and all individuals are considered innocent unless proven
guilty in a court of law.
