Rockford Man Charged After Stand-Off
ROCKFORD, IL – On Monday, May 6, 2024, at approximately 1:25 a.m., Rockford Police officers
responded to a residence in the 200 block of Howard Avenue for a report of a violent domestic
disturbance involving a suspect armed with a gun. When officers arrived, they learned that
Jamarious Shoulders and an adult female, plus four children, were inside the residence. Rockford
Police SWAT & Hostage Negotiators responded to the scene and the adult female and children
were safely removed from the home. At approximately 7:30 a.m., a Rockford Police K9 was utilized
and Shoulders was located. He resisted arrest, and after being bitten by the K9, Shoulders was
taken into custody. He was transported to a local hospital for treatment and will be subsequently
lodged in the County Jail. During the investigation, officers located and recovered a handgun.
After a review of the facts of the case, The Winnebago County State’s Attorney’s Office authorized
the charges listed below.
Jamarious Shoulders, 27, Rockford
Aggravated Domestic Battery/Strangulation
Domestic Battery
Unlawful Use of a Weapon by a Felon
Aggravated Assault (2 counts)
Resisting Arrest
Cruelty to a Police Dog
Outstanding Domestic Violence Warrants (2)

The charges are merely accusations and all individuals are considered innocent unless proven
guilty in a court of law.

Allegedly What May Have Happened: Possible Stand-Off Situation/SWAT & Lg Police Presence
Alleged Approx. Location: 400 block of Howard Avenue
Alleged Approx. Time: Overnight @ 2am/Still Active
UPDATE: The standoff is over as of 8:00 am- one person was reportedly transported to a local hospital.
We will update when further details are available.
There is a large police presence with the SWAT Team, Armored Vehicles and The Police Command Team on scene in the 200 block of Howard Avenue, in Rockford, early this morning.
They appear to have been deployed on scene overnight. A medical team is also on standby in the area. This appears to be some type of standoff situation. Please avoid the area.
We will update as further information becomes available/is provided.
