Allegedly What May Have Happened: Officer Involved Shooting
Alleged Approx. Location: 1300 block of Charles St
Alleged Approx. Time: Early Sunday morning
The Winnebago County State’s Attorney’s Office has issued a statement with further information on the officer involved shooting and shooting victim this morning.
The officer involved shooting we reported on early Sunday morning in Rockford has left one man dead.
According to a release from the Winnebago County State’s Attorney’s Office, a resident in the 1300 block of Charles Street called 911 around 12:11 a.m. to say they heard a neighbor in another apartment repeatedly say things like “help me” and “kill me”.
The Rockford Police Department couldn’t make entry inside the apartment when they arrived. When they got access from the landlord to the apartment, they found Patrick R. Kirby immediately upon entrance at the door of his apartment holding a knife and box cutter.
Officers told Kirby to drop the knife and box cutter, but Kirby refused and advanced toward police refusing to drop the weapons. One of the officers then shot Kirby three times. Kirby died from his gunshot wounds.
Rockford Police Department Chief Carla Redd and the Winnebago Boone County Integrity Task Force are investigating the situation. Winnebago County State’s Attorney’s Office adds that no officers from the department will participate in the investigation.

Mayor McNamara also released a statement:
INVESTIGATION: “Last night, Rockford Police activated the Winnebago Boone County Integrity Task Force to investigate an officer-involved shooting. I want you to know I take every use-of-force incident very seriously and will monitor the Task Force’s progress and encourage public transparency for the state-led investigation. Until all facts on the incident are known, please withhold judgement on both the citizen and the officer.” – Mayor McNamara
