On Saturday, September 9, 2023, at
approximately 10:45 p.m., Rockford Police officers responded to a residence in the 3000 block of
Winnebago Street for reports of an adult male, with a handgun, accusing another man of stealing
his dog. The man was actually retrieving his dogs that got loose. Officers located the suspect,
later identified as William Conner, took him into custody, and he was lodged in the County Jail.
After a review of the facts of the case, The Winnebago County State’s Attorney’s Office
authorized the charges listed below Conner.

Disorderly Conduct
