2 People Charged, After A Road Rage Shooting Incident in Downtown Rockford

Charges Issued after Shooting Investigation
ROCKFORD, IL – On Tuesday, August 31, 2021, at approximately 5:45 p.m., Rockford Police
officers responded to 650 W. State Street (Winnebago County Justice Center) for reports of shots
Upon arrival, officers met with the caller who advised that while they were in front of the
WCJC, they heard gunshots, and then viewed a bullet fragment lying on the ground next to them.
The fragment was picked up by another individual and given to the officers.
Witnesses on the scene were uncooperative in the investigation.
Simultaneously with the above shots fired occurrence, the Rockford Police Department was
notified of a suspected road rage incident where the victim advised that as a vehicle passed them
on Avon Street, just north of W. State Street, they observed the front passenger waving a black
handgun towards their vehicle.
The victim advised that the front seat passenger then shot at
their vehicle approximately four times. The victim’s vehicle was struck twice on the driver’s side
and a bullet fragment was also located in the rear driver side passenger floorboard. After further
investigation, Rockford Police were able to confirm the shots were fired near Kilburn and W. State
Also during the investigation, it was learned that the individuals at 650 W. State were not
the intended targets, but the impacting rounds were from the suspect shooting at the victim’s car
at the intersection of Kilburn and W. State Street.
Rockford Police Gang Detectives continued the investigation and identified the suspect as
20-year-old Emilio Esteves-Barrera.
After a review of the facts of the incident, the Winnebago
County State’s Attorney’s Office authorized the below listed charges.
Today, Friday, September
10, 2021, Esteves-Barrera was taken into custody in the 2000 block of Anjali Way and lodged in
the County Jail. Officers were also able to locate and recover two guns, one with a silencer.
