BELVIDERE POLICE PROSTITUTION INVESTIGATION NETS 14 ARRESTS FROM 4 MASSAGE PARLORS

On Wednesday, September 14, 2016 the Belvidere Police Department and Illinois State Police, with the assistance of the Boone County Sheriff’s Office, Belvidere/Boone Metro Narcotics Unit, Illinois State Line Area Narcotics Team (SLANT), Loves Park Police Department, Winnebago County Sheriff’s Office, Drug Enforcement Agency (DEA) Task Force, and Illinois Department of Financial and Professional Regulation, arrested 14 people from four different massage parlors in Belvidere, IL, resulting in 24 charges ranging from Promoting Prostitution, Prostitution, Solicitation of a Sex Act, and Massage Licensing Act Violations.

Cynthia L. Wolfram, 57 years old of Beloit, WI, was charged with one count of Massage Licensing Act Violation (Class A Misdemeanor).

Angela N. Ehmen, 32 years old of Rockford, IL, was charged with one count of Prostitution (Class A Misdemeanor) and one count of Massage Licensing Act Violation (Class A Misdemeanor).

Mary E. Laidig, 67 years old of South Beloit, IL, was charged with one count of Massage Licensing Act Violation (Class A Misdemeanor).

Brandon L. Herringer, 29 years old of Rockton, IL, was charged with one count of Massage Licensing Act Violation (Class A Misdemeanor), and a Failure to Appear Warrant.

Michael E. Cain, 48 years old of Beloit, WI, was charged with three counts of Promoting Prostitution (Class 4 Felony), and three counts of Massage Licensing Act Violation (Class A Misdemeanor).

Rade Vazic, 33 years old of Loves Park, IL, was charged with one count of Solicitation of Prostitution (Class A Misdemeanor).

Jazmine A. Martinez, 29 years old of Rockford, IL, was charged with one count of Massage Licensing Act Violation (Class A Misdemeanor).

Tina M. Parrish, 39 years old of Beloit, WI, was charged with one count of Prostitution (Class A Misdemeanor) and one count of Massage Licensing Act Violation (Class A Misdemeanor).

Nina M. Evans, 31 years old of Rockford, IL, was charged with one count of Prostitution (Class A Misdemeanor) and one count of Massage Licensing Act Violation (Class A Misdemeanor).

Wang Yue Ping, 29 years old was charged with one count of Prostitution (Class A Misdemeanor) and one count of Massage Licensing Act Violation (Class A Misdemeanor).

Qiuna Martin, 37 years old of Gilberts, IL, was charged with one count of Massage Licensing Act Violation (Class A Misdemeanor).

Suhua Zhang, 49 years old of Belvidere, IL, was charged with one count of Massage Licensing Act Violation (Class A Misdemeanor).

Jie Liu, 32 years old of Flushing, New York, was charged with one count of Prostitution (Class A Misdemeanor) and one count of Massage Licensing Act Violation (Class A Misdemeanor).

Danny B. Stovall, 73 years old of Sycamore, IL, was charged with one count of Solicitation of Prostitution (Class A Misdemeanor).

Michael Cain was lodged into the Boone County Jail with no bond. A class 4 Felony is punishable by one (1) to three (3) years in the Department of Corrections. All others who were charged were lodged into the Boone County Jail with a $1500.00 10% bond. A class A misdemeanor is punishable by up to one year in jail.

On September 14, 2016 at approximately 4:00 pm, the Belvidere Police Department, after receiving numerous complaints from the community, executed four simultaneous search warrants at the C’est La Vie Health Spa & Modeling (401 S. State Street), Spa Tui-Na (120 N. State Street), Executive Relaxation Station (134 N. State Street), and Royal Oriental Massage (404 S. State St.).
During the investigations Police seized a vehicle, financial records, employee records, computers, digital hard drives, security video equipment, interior/exterior security video, approximately 15,000-20,000 dollars in United States currency, massage lotions, and sexual devices. The Belvidere Police Department reviewed the investigation with the Boone County State’s Attorney’s Office, who authorized charges.

The execution of the search warrants closed the door to a 14 month multi-jurisdictional investigation. Supplemental information is being reviewed and additional arrests and/or charges are expected.

On Tuesday, August 30, Loves Park, Belvidere & Illinois State Police conducted investigations of two businesses within the City of Loves Park.
During the Loves Park investigations, three arrests were made at the Majestic Therapeutic Massage, 5535 N. 2nd St., & Radiant Spa, Inc., 6270 E. Riverside Blvd. The Radiant Spa had opened for business about two weeks prior to the arrests.
Less than 24-hours after the arrests, representatives of the E. Riverside location property owner posted an eviction notice on the door of the business. That store front is now vacant.
Ongoing surveillance of Majestic Therapeutic Massage on N. 2nd St., leads investigators to believe they are at least temporarily not conducting business. Loves Park Police are still investigating a known link between the two businesses.
On Wednesday, September 14, Loves Park Police assisted Belvidere Police & other agencies in executing search warrants at four businesses in Belvidere.
As a result of those investigations, Belvidere Police arrested 14 people on charges ranging from Promoting Prostitution, Prostitution, Solicitation of a Sex Act & Massage Licensing Act Violations.
Criminal charges are merely allegations & defendants are considered innocent unless proven guilty in a Court of Law.
