Rockford Scanner™: Police Arrest Several Subjects, Take Several Guns Off The Street




During the past ten days, the Winnebago County Sheriff’s Department has been aggressively targeting gun crimes. Sheriff’s Department units have recovered six illegally possessed handguns, including two stolen handguns.

On August 24, 2019 at approximately 4:00 p.m., a Sheriff’s K9 Deputy stopped a vehicle for a traffic violation at Kishwaukee St. and Ranger St. The vehicle matched that of a suspect vehicle in an earlier shots fired incident in the city of Rockford. A subsequent search of the vehicle yielded two handguns. The driver and sole occupant was arrested:

~Jay L. Fizer Jr. Dob: 11/15/2000 of Rockford

-Aggravated Unlawful Use of Weapon (2 counts)
-Possession of Cannabis 10-30 grams
-No FOID

At 1945 hours a Sheriff’s TAC team officer stopped a vehicle for a traffic violation at S. Central Ave. at Harding Ave. A Sheriff’s K9 officer assisted and a subsequent search of the vehicle was conducted. Deputies located a stolen handgun and ski mask was found under a seat. The driver was arrested:

~Keon K. Winford Dob: 04/01/1993 of Machesney Park

-Possession of a Stolen Firearm
-Unlawful Use of a Weapon
-Possession of a Firearm by a Felon

On August 26, 2019 at 1:22 a.m., a Sheriff’s Deputy attempted to stop a vehicle on N. Main St. for a traffic violation. After a brief pursuit, the vehicle stopped at N. Main St. at Roscoe Rd. A subsequent search of the vehicle was conducted and 147 grams of methamphetamine was located. Both the driver and passenger was arrested. During the pursuit, it was discovered a handgun was thrown from the vehicle. A day light search of N. Main St. was conducted and a handgun was located in the area Deputies observed it thrown from the vehicle. Both driver and passenger were charged:

-Possession with Intent to Deliver Methamphetamine 100-400 grams
-Possession of a Controlled Substance
-Armed Violence
-Possession of a Firearm by a Felon
-Aggravated Fleeing to Elude
-Driving While License Revoked

~Frederick E. Johnson Dob: 09/29/1990 of Janesville

-Possession with Intent to Deliver Methamphetamine 100-400 grams
-Possession of a Controlled Substance
-Obstructing Identification
-Aggravated Unlawful Use of a Weapon
-Armed Violence

During the week two other handguns, one of which were stolen, were recovered in narcotics investigations by the Sheriff’s narcotics unit however those cases are currently pending investigations.

The charges against Fizer, Winford, Blair and Johnson are merely accusations and they are considered innocent until proven guilty in a court of law.
