City of Beloit Police Chief David B. Zibolski will hold a news conference following the release of findings from the Rock County District Attorney’s Office today regarding the use of force by City of Beloit police officers on Dec. 10, 2019.

On December 10, 2019, our community suffered the loss of a life as the result of lawful police intervention while attempting to apprehend an armed and wanted individual. Twenty-three-year old Montay Penning was shot and subsequently died during this incident. As a Department and City, we mourn this loss and offer our condolences to the Penning family.

Likewise, as a Department and City, we acknowledge the trauma inflicted on our officers who were placed in the untenable position of having to use deadly force to protect themselves and the community we serve. While their actions were legally justified and necessary — they will carry the incident and trauma with them forever. This not only affects the three involved officers, but other Department and law enforcement members who were at the scene as well. Everyone involved has been affected by this tragic incident.

I would like to personally thank our community for the support and trust they place with our Department on a daily basis, but most importantly during this most tumultuous time. Additionally, I am grateful for the support and thoughtful input provided by our elected and appointed officials. We are conducting our administrative review and will have a community meeting in the future to provide additional details.
