On October 13, 2016, members of the Federal Bureau of Investigation, Illinois State Police, Winnebago County Sheriff’s Police, Loves Park Police Department, Rochelle Police Department, and the Rockford Police Department participated in Operation Cross Country, a federal initiative that specifically focuses on underage victims of prostitution and human trafficking offenses.
As a result of the investigation that was conducted within the city of Rockford and Winnebago County, the following subjects were arrested:

Kirbie Sharkey, 28, Rockford, IL
Jessica Olson, 30, Janesville, WI
Charge: Prostitution/Contempt of Court Warrant
Ronald Coy, 68, South Beloit, IL
Charge: Prostitution/Possession of Drug Paraphernalia
Ashley Graczyk, 30, Machesney Park, IL
Stephanie Brannan AKA Stephene Brannan, 28, Rockford, IL
Charge: Prostitution/Illinois Department of Corrections Warrant
Misty Moline, 37, Rockford, IL
Sajda Rafequallah, 22, Rockford, IL
Katie Kratovil, 28, Homeless
All suspects were lodged in the Winnebago County Jail. No photos are available at this time.
“Operation Cross Country aims to shine a spotlight into the darkest corners of our society that seeks to prey on the most vulnerable of our population,” said FBI Director Comey. “We are not only looking to root out those who engage in the trafficking of minors, but through our Office for Victim Assistance, we offer a lifeline to minors to help them escape from a virtual prison no person ever deserves.”
The charges against these suspects are merely accusations. They are considered innocent until proven guilty in a court of law.
No juvenile victims were located during the detail. This is an on-going investigation. No further information is available at this time.
