ILLINOIS STATE POLICE WINNEBAGO/BOONE COUNTY INTEGRITY TASK FORCE INVESTIGATE OFFICER INVOLVED SHOOTING
Rockford, IL – On Oct. 2, 2020, the Illinois State Police (ISP) Division of Criminal Investigation (DCI) Winnebago/Boone County Integrity Task Force (WBITF) was contacted by the Rockford Police Department to investigate an officer involved shooting (OIS) which occurred on Oct. 2, 2020, at approximately 5:30 p.m. at the intersection of South Main and Springfield Avenue in Rockford.
On Oct. 3, 2020, the Winnebago State’s Attorney’s Office and the WBITF conducted a joint press conference seeking any known information from the public, as well as explaining the investigative and review process of the OIS cases.
As with all criminal cases, it is the primary responsibility of the investigating agency to collect all available evidence of a crime so that a determination of the facts can be made. The investigative agency in this case is the WBITF.
Once the investigation is completed, the case is submitted to the State’s Attorney, (in this case Winnebago County State’s Attorney) who reviews the entire case file to determine if criminal charges are warranted. The review of OIS cases and the legal analysis undertaken in determining whether the filing of criminal charges is appropriate depends on the circumstances of the case.
The WBITF is again asking that anyone with information reference this case to contact the ISP at (815) 987-7844. The investigation is open and ongoing.
