ILLINOIS STATE POLICE MAKE AN ARREST FOR ARMED VIOLENCE, FELON IN POSSESSION OF A FIREARM/AMMUNITION, RESISTING A PEACE OFFICER AND OTHER CHARGES

Rockford, IL – Illinois State Police (ISP) District 16 Troopers arrested and charged Marcus T. Freeman, 41-year-old male of Beloit, IL for Manufacture/Delivery of a Controlled Substance, Possession of a Controlled Substance, Armed Violence, Felon in Possession of a Firearm/Ammunition, Driving While Driver’s License Revoked, Resisting a Peace Officer, and Disobeying a Peace Officer.

Quion M. Goins, 41-year-old male of Zion, IL was also arrested and charged with Manufacture/Delivery of a Controlled Substance.

On Sept. 6, 2020, at approximately 9:27 p.m., ISP District 16 Troopers were conducting a scheduled Roadside Safety Check (RSC) on Illinois Route 2 at the Wisconsin/Illinois Stateline. ISP Troopers at the RSC observed a 2016 Silver Volkswagen Utility motor vehicle attempt an illegal U-turn into a private property in order to bypass the RSC.

The vehicle came to a stop a short time later and the driver, Marcus T. Freeman, 41-year-old male of Beloit, IL, fled the scene on foot. The front passenger, Quion M. Goins, 41-year-old male of Zion, IL, remained inside the vehicle. At approximately 9:28 p.m., Goins was taken into custody by ISP Troopers. At approximately 9:38 p.m., Freeman was taken into custody by Deputies from the Winnebago County Sheriff’s Department.

Freeman was arrested and charged with Manufacture/Delivery of a Controlled Substance, Possession of a Controlled Substance, Armed Violence, Felon in Possession of a Firearm/Ammunition, Driving While Driver’s License Revoked, Resisting a Peace Officer, and Disobeying a Peace Officer. Goins was arrested and charged with Manufacture/Delivery of a Controlled Substance.

Freeman and Goins remain in custody at the Winnebago County Jail awaiting a bond hearing. There is no further information at this time.

The public is reminded that all persons are presumed innocent until proven guilty in a court of law.
