Aggravated Criminal Sexual Abuse Arrest
On 12/3/16 at 6:00 P.M., Ogle County Detectives, with the assistance of the Rockford Police Department, arrested Faustino Ramirez, age 30 of Rochelle, for Aggravated Criminal Sexual Abuse, a Class 2 Felony. The arrest stems from an investigation reported on 12/2/16 in which Ramirez had sexual contact with a female juvenile in rural Rochelle. Ramirez was transported to the Ogle County Jail where he was without bond. On 12/4/16 Ramirez’s bond was set at $250,000, 10% applies, and he remains in custody.
Several Rockford Scanner fans have sent us information on a fatal accident that happened overnight near Rochelle.
A man in his 40’s was struck by a train and killed near Washington st. The train (possibly a Union Pacific) was headed westbound. The man was found dead on the tracks.
The cause of the death is under investigation. An autopsy is scheduled. The name has not yet been released.
On November 14, 2016, at approximately 00:22 AM, a citizen walked into the DeKalb Police Department to speak with an officer. The officer met with Kela Moss who advised there was an incident that occurred yesterday in her apartment, and that there was a body inside. Moss turned over her keys and gave officers permission to enter her residence.
Officers responded to Moss’s apartment to check the well being of an unknown person. Officers entered the apartment and located a deceased male lying on the floor. Officers exited the apartment, secured the scene and applied for a search warrant. The search warrant was signed by a DeKalb County Judge and the search warrant was executed at 419 S. 1st Street.
The victim was identified as a 25 year old male who also resides at this location. The victim sustained visible injuries to his neck. An autopsy was performed and the cause of death was determined to be from strangulation.
The investigation has shown that Moss and the victim were in a dating relationship.
Kela Moss, 26 years of age, was charged with four counts of First Degree Murder. Moss’s bond was set at $5,000,000 dollars, 10% to apply. Moss was transported to the DeKalb County Jail awaiting bond.

Around 7:46 am this morning emergency personnel were dispatched to the area of the 5600 block N German Church Rd. near Byron. The is a rollover accident near this location. The vehicle is reported to be on its rooftop and a person is trapped inside the vehicle. Extrication is requested. No reports of injuries at the time of dispatch

Ogle County Sheriff’s Office announces Byron residence fire is suspicious.
10/19/2016 at 0632 Byron Fire Protection District, Byron Police Department and Ogle County Sheriff’s Office personnel responded to a report of smoke in a residence at 2020 Silverthorn Lane, Byron, IL. First responders located a 3 yoa male, later identified as Amos Meyer, unconscious in the front yard. Ogle County Coroner’s Office confirmed Margaret Meyer as the second victim on 10/21/16. Investigators have determined the fire started on the night of 10/18/16.
The cause of the fire and their two deaths are being investigated by the Byron Police Department, Ogle County Sheriff’s Office, Illinois State Police and Illinois State Fire Marshal. Although the cause of the fire is still unknown, it is suspicious in nature. The Ogle County Sheriff’s Office is asking anyone who may know something about the fire or saw anything suspicious in the Byron area on the night of 10/18/16, to contact the Ogle County Sheriff’s Office at 815-732-2136. Callers can also contact the Ogle/Lee Crime Stoppers at 888-228-4488. Crime Stoppers will pay up to $1,000 for information leading to an arrest.
Around 6:30 am this morning emergency personnel were dispatched to the 2000 block of Silverthorn ave in reference to a house fire. When emergency personnel arrived on scene they confirmed a fire. A child and a woman were located inside the house near the living room area, and passed away. The cause of the deaths are under investigation. No other information at this time
On 10/12/16 at 5:42 P.M., Officers of the Polo Police Department along with Deputies from the Ogle County Sheriff’s Office and Sheriff’s Office K9 responded to a Robbery to the Subway Restaurant located at 701 South Division Avenue, Polo. An employee of Subway reported that a male entered Subway, demanded money and left with an undisclosed amount of money. No weapon was observed or implied. The investigation of the Robbery led to the issuance and execution of search warrants on a vehicle and residence in Polo. At approx. 3:30 A.M., Ogle County Detectives took two subjects into custody for the Robbery to the Subway Restaurant. Detectives arrested Jason D. Gibbins, age 37 of Polo, and Autumn R. Houghtby, age 23 of Polo for Robbery, a Class 2 Felony. Gibbins and Houghtby were transported to the Ogle County Jail where they were held without bond pending a court appearance.
WREX: Special Prosecutor Dave Neal announced Wednesday that former Ogle County Sheriff Michael Harn has been charged with two counts of felony theft from his time in office.
Current Ogle County Sheriff Brian VanVickle said the charges were a result of an ongoing investigation that began shortly after an internal audit of the office was conducted in December 2014 and January 2015.
Prosecutors allege that Harn used Ogle County credit cards or funds to purchase electronics, boat equipment, adult novelty items, computer equipment, radio controlled toys, party tents, coolers, weapons, hunting guns, clothing, Harley Davidson accessories including a leather jacket, camera and AV equipment, tools, designer sunglasses, home improvement supplies and outdoor fountains. The charges state that the total cost of the items bought was between $500 – $10,000.
Harn also allegedly purchased auto maintenance for his personal vehicles and radio advertising services with county funds, with a total cost of between $500 – $10,000.

One Person is confirmed dead in an apartment fire near Oregon, Illinois It happened near the intersection of Route 64 and Daysville Road around 3am. Mutual aid was toned out in several fire departments assisted. The cause of the accident is under investigation and they have brought in the state fire marshal to assist.
