On May 9, 2019 at approximately 12:30am, a deputy from the Rock County Sheriff’s Office was traveling on W STH 11 near S Kessler Rd when they observed a disabled vehicle on the north side of the road.
The deputy made contact with the lone occupant of the vehicle who was identified as David Dutcher (41 years old of Janesville, WI). Dutcher was wearing only his underwear and was displaying erratic behavior while talking with the deputy.
Dutcher did not know where he was and could not explain how he got to his current location.
During questioning, Dutcher admitted to smoking crack cocaine.
Due to the admission of consuming illicit drugs and behavior that was consistent with illicit drug use, the deputy attempted to perform field sobriety tests on Dutcher, but he would not perform the tests.
Dutcher was subsequently arrested for Operating with a Restricted Controlled Substance. A check through DOT records showed Dutcher has 6 prior convictions for OWI, making this arrest his 7th offense.
Dutcher was transported to the Rock County Jail, where he submitted to an evidentiary blood draw. The results of the blood draw are unknown at this time.
Dutcher was booked into the Rock County Jail for the 7th offense OWI violation and a Probation Hold. Dutcher will go to Jail Court on 05/09/2019 at 3:00pm for the OWI violation.
