The Boone County State’s Attorney’s Office, the Winnebago County State’s Attorney’s Office and local law enforcement agencies are asking to you to sign a petition to oppose the parole of convicted murderer Curtis Brownell. This petition will be sent to the Illinois Prisoner Review Board for their consideration at Brownell’s parole hearing on February 13, 2019.

Illinois inmate Curtis Brownell was convicted in Boone County of the 1977 murder, kidnapping and rape of 17-year-old Louise Betts. On September 27, 1977, he took her to a cornfield, raped her at knife point and strangled her to death. She was not discovered until March of 1978. After Louise’s rape and killing, he kidnapped a woman at gunpoint in Winnebago County on January 31, 1978. She was 7 months pregnant at the time. He took her to a remote field and raped her. He attempted to kill her by running her over with his car but she escaped. He was convicted of her kidnapping, rape and attempt murder.

After being apprehended by police, Brownell freely admitted to police details of his crimes. During the sentencing phase, psychiatrists testified that Brownell had intense anger towards women and would be a danger if release. He was not remorseful or contrite for his actions. Brownell took an innocent life and attempted to take another. For the victims of Brownell, their families and our community, Brownell should never receive parole.
