Rockford Scanner™: Police Investigating A Fatal Shooting

Death Investigation: 19-389
On Friday 01/11/19, the Ogle County Sheriff’s 911 center took a call in reference to a subject with a self-inflicted gunshot wound in Rochelle at 300 South Main St. #4. Rochelle fire and police personnel were dispatched to the scene.

Upon arrival, a deceased male subject was located in the living room, with an apparent gunshot wound to the head. Rochelle Police detectives, the Illinois State Police Crime Scene Unit and the Ogle County Coroner were called to the scene. The deceased is John M. Garza, 28, of Rochelle.

Witnesses on scene advised officers that the deceased subject had been playing with a handgun just prior to hearing a gunshot and finding the victim in the living room.
During the course of the investigation, it was learned that several subjects had fled the scene. The firearm used in the shooting could not be located and it was believed that one of the subjects who fled the scene had taken the gun.
Ogle County Sheriff’s detectives were called to assist in locating the missing witnesses. The Ogle County Sheriff’s drone was used to check the surrounding rooftops for the missing weapon, with negative results.

Detectives were able to locate the individuals that had been in the apartment at the time of the shooting and take statements from them. Detectives spoke to one of the witnesses who took them to the weapon that was allegedly used in the shooting. The weapon was recovered and will be sent to the Illinois State Police Crime Lab for processing.

The Ogle County Coroner’s Office will conduct an autopsy on Monday 01/14//19

A business called Superior Coating is currently on fire.

Several units from several fire departments are battling the blaze near Industrial Drive, off of Newburg.

Unknown on injuries.

Rockford Scanner™: “Johns” Arrested In Rockford After An Undercover Sting

On Saturday, January 12, 2019, officers from the Rockford Police Department conducted an undercover operation in District 2 targeting people attempting to purchase sex, commonly called “Johns”.

The operation is part of the department’s “end demand” approach to combating street-level commercial sex trade. As a result, officers took three men into custody, and they were charged.

Marcus Evens, 47, Rockford: Solicitation of a Sexual Act, Battery

Nathan Weingartner, 40, Machesney Park: Solicitation of a Sexual Act

Andre Nelson, 52, Madison, Wis.: Solicitation of a Sexual Act, Possession of Drug Paraphernalia, Suspended/Revoked License

The charges against Evens, Weingartner, and Nelson are merely accusations. The men are considered innocent unless proven guilty in court.

Rockford Scanner™: Neighborhood Network Of Rockford, Ceases Operations

According to the Neighborhood Network of Rockford: After nearly two decades of working to improve neighborhoods in Rockford and Winnebago and Boone counties, Neighborhood Network has ceased operations as of December 31, 2018.

Update: After we posted this, we heard back from them.  We asked for a list/link of the neighborhood watch groups, so we can share that with everyone.  Hopefully will have that shortly.

Wester Wuori said “There are about 75 neighborhood groups and associations in existence and about 40-50 of them are active currently.”

Wester Wuori also said: “The mayor and I personally have been presenting at and meeting with neighborhood groups since about a month after he took office and we will continue to do so, as is noted below.”

As you are most likely aware, Neighborhood Network has advised the City that it will dissolve at the end of 2018.  In an effort to ensure there is not significant disruption, we have met recently with Neighborhood Network Director Cyndie Hall and Board President Cathy Johnson to help us effectively transition into the new year.  

Mayor McNamara, since taking office in May 2017, has made it a priority to strengthen our city’s neighborhoods. With the support of the City Council, that’s included everything from adding staff and technical resources to the Police Department to allocating additional revenue to neighborhood streets and sidewalks in the annual Capital Improvement Plan.

We believe the timing of this change is appropriate to take a holistic review of our neighborhood strategies to ensure the City and community efforts are aligned with our budget, department work and City Council’s top priorities in strengthening our neighborhoods.   This includes the Guiding Principle on Safe and Vibrant Neighborhoods—“Rockford values all its citizens, their knowledge and talents and the city offers residential options to promote economic strength and inter-connected neighborhoods.”

Based on the feedback we have received to date, we intend to reallocate funds within the approved budget to create an internal position focused on neighborhood alignment.  This would allow us to expand the strategic focus of our neighborhood efforts throughout the City of Rockford organization. 

As we look to make this transition, we need your feedback on what you’d like to see in that position as it relates to our neighborhoods:

                What skill sets are needed to effectively strengthen neighborhoods?

                What key attributes and/or experience do we need in this position?

                What role should our neighborhood groups and associations play?

                What is you group currently doing well? What could it improve upon?

                How can the City better work with neighborhoods in the context of this position?

The mayor and I have, between us, attended dozens of neighborhood group meetings since shortly after he became mayor—we will continue to do that, as it’s vital both to share information with residents and hear concerns and questions.  Laura Maher, the City’s Strategic Communications Manager, also has expanded our use of the City’s website, social media channels and NextDoor to share City information with residents.

Thank you for your input and for all the work you do to help strengthen our neighborhoods and move our community forward.   Please keep me updated with your meeting schedules, contacts and any additional information you may need in working with your group.  We look forward to continuing our work together.

Tanker Replies to Neighborhood Network

I don’t want my “neighborhood strengthened.” I want the violent thugs out of Rockford. Is there a way we can “prioritize” that?

Well thank goodness our strategies are holistically reviewed and well-aligned! Can we now start working on getting violent thugs out of Rockford?

This includes the Guiding Principle on Safe and Vibrant Neighborhoods—“Rockford values all its citizens, their knowledge and talents and the city offers residential options to promote economic strength and inter-connected neighborhoods.”

I don’t value all our citizens. I don’t value violent thugs. I want them out of Rockford. I don’t care about how “vibrant” and “inter-connected” my neighborhood is. That’s a bunch of mealy-mouthed nonsense that distracts us from the major problem of violent thugs shooting up our city.

It happened East of 251 on Rockton rd.

There is an automobile accident near this location and injuries are being reported.  The cause of the accident is under investigation.
