ILLINOIS STATE POLICE MAKE ARREST IN FATAL TRAFFIC CRASH

Cook County State’s Attorney’s Office Approves Felony Charges in Fatal Traffic Crash That Killed Construction Worker

Downers Grove, IL – Illinois State Police (ISP) officials announce the arrest of a suspect who was involved in a fatal traffic crash on Interstate 294 northbound near Touhy Avenue on September 14, 2018.

On Friday, September 14, 2018 at approximately 10:17 p.m., ISP officers responded to a traffic crash on Interstate 294 near Touhy Avenue, involving a passenger car and a construction worker. The left two lanes at this location, which had 45 mile per hour construction zone speed signs posted, were closed for an active construction zone with workers present. Through the investigation, ISP officers learned traffic was slowed due to the ongoing construction and active lane closures at the time of the crash. The investigation also revealed the passenger car, a black Infinity being driven Stephen W. Karakosta (M/W, 26 YOA) of Glenview, drove into the closed lanes of the construction zone at a high rate of speed, and struck 59-year-old construction worker Frank Caputo of Bartlett. Karakosta also struck a large concrete cutting saw and an unoccupied parked construction vehicle with a trailer attached. Frank Caputo was transported to Lutheran General Hospital, where he was later pronounced deceased. Karakosta was also transported to Lutheran General Hospital with non-life threatening injuries where he was treated and released.

On Friday, November 30, 2018, ISP placed Stephen W. Karakosta into custody. The Cook County State’s Attorney’s Office approved the following charges: Aggravated Driving Under the Influence of Drugs Involving Death (Class 2 Felony), Reckless Homicide (Class 3 Felony), Possession of a Controlled Substance (Class 4 Felony), Aggravated Speeding (Class A Misdemeanor), Failure to Reduce Speed to Avoid an Accident (Petty Offense) and Improper Lane Usage (Petty Offense). Karakosta was also arrested on an Out-of-State Arrest Warrant for a parole violation out of Berrien County, Michigan.

On Friday, November 30, 2018, Karakosta appeared for a bond hearing and was ordered to be held with no bond. Karakosta’s next court date has been set for Thursday, December 20, 2018 at the Cook County 2nd Municipal District Courthouse in Skokie.
