On October 18th, 2017 at about 4:15pm, Rockford Police were dispatched to the area of the 400 block of South 5th Street in reference to a shots fired call. Upon arrival officers learned that the occupants of two vehicles were shooting at one another.
Officers later learned that a District 205 school bus that was traveling in the area had been struck by stray gunfire. The bus was occupied with students at the time of the incident. No injuries were reported.
An investigation was conducted by Rockford Police Detectives and Agents of the Rockford Office of the Bureau of Alcohol, Tobacco, and Firearms. As a result of this investigation, 26-year old Rockford resident, Kevin Harris, was developed as a suspect. The case was then reviewed by the Winnebago County State’s Attorney’s Office. They authorized the listed charges against Harris:
Charges: Armed Habitual Criminal, Aggravated Discharge of a Firearm, Unlawful Use of a Weapon by a Felon, No FOID.
A warrant was subsequently issued for Harris. Bond was set at $200,000.
Harris is currently in custody in the Wisconsin Department of Corrections for an unrelated offense. This is an on-going investigation. No further information is available at this time.
The charges against Harris are merely accusations. He is considered innocent unless proven guilty in a court of law.
