On Thursday, October 5, 2017 shortly before 1:00 p.m. officers from the
Rockford Police Department responded to the 300 block of Cole Avenue regarding reports of shots fired. Upon arrival, officers located a male victim, later identified as 27-year-old Isaiah Starks of Rockford, suffering from an apparent gunshot wound. Rockford Fire Department personnel transported the victim to a local hospital where the victim was pronounced deceased. Detectives from the Violent Crimes Unit conducted a follow-up investigation into the incident.
Later that same day one suspect, identified as 41-year-old Jamie Spates, was arrested and charged with First Degree Murder. Jamie Spates was later lodged in the Winnebago County Jail where he is being held in lieu of bond.
On Wednesday, January 10, 2018, a second suspect, 47-year-old Marcus Spates, was indicted by a Winnebago County Grand Jury.
On Thursday, January 11, 2018, Marcus Spates turned himself in to authorities at the Winnebago County Criminal Justice Center. Marcus Spates was then lodged in the Winnebago County Jail where he is being held in lieu of bond.

CHARGE: First Degree Murder
The charges against both suspects are merely accusations and not evidence of their guilt. As with defendants in all criminal cases both suspects are considered innocent unless proven guilty in court.
